Scope of Work
The empanelled Managed Service Provider will be responsible for end-to-end cloud service provisioning, configuration, management, monitoring, governance, reporting and support for services ordered by CAG India through future Work Orders or Purchase Orders.
The broad scope includes:
- Cloud IaaS/PaaS Services
Provisioning and support of compute, storage, database, networking, security, PaaS, analytics and managed platform services.
- AI/ML and GenAI Services
Support for GPU/accelerator services, ML workspaces, model training, inference services, AI APIs, GenAI/LLM services, vector/search/embedding services, MLOps pipelines and model monitoring.
- Landing Zone and Tenancy Setup
Creation of cloud accounts/subscriptions/tenancies, landing zone configuration, resource tagging, security baselines, governance guardrails and environment segregation.
- Network, Security and IAM
Configuration of virtual networks, VPN/private connectivity, load balancers, IAM, MFA, RBAC, encryption, key management, secrets management, audit trails and security logging.
- Managed Cloud Operations
Incident management, problem management, change management, service request management, monitoring, logging, backup, restore, disaster recovery support and SLA reporting.
- Security, Audit and Compliance
Ensuring use of MeitY-empanelled cloud offerings, India data residency, audit support, security reports, access reports, vulnerability tracking and compliance reporting.
- Billing, Metering and FinOps
Monthly usage reports, budget alerts, cost anomaly reports, rightsizing recommendations, tagging compliance, chargeback/showback reporting and bill verification.

CSP Eligibility Criteria
The Cloud Service Provider proposed by the bidder must be MeitY-empanelled and STQC audited. The CSP should provide IaaS, PaaS and SaaS services from India as per MeitY guidelines. It must also have published cloud service rates, SLAs, service health dashboard, outage details, cloud security services, database services, AI/ML and GenAI capabilities, and relevant certifications such as ISO 9001, ISO 27001, ISO 20000-1, ISO 27017, ISO 27701, SOC 1, SOC 2 and SOC 3.
Technical Evaluation Criteria
Technical evaluation will be conducted for 100 marks, and the minimum qualifying score is 80 marks. Commercial bids of only technically qualified bidders will be opened. Bidders with CSP technical compliance below 85% will be disqualified, regardless of total technical marks.
