Scope of Work
Empanelled Training Partners will be responsible for delivering NSQF-aligned skill development training programmes under GIAS–NGKRM. The scope includes:
- Conducting Short-Term Training (STT) and Long-Term Training (LTT) programmes aligned to NSQF Levels 1 to 8.
- Delivering training across approved priority, emerging and future-ready sectors.
- Operating residential, non-residential and other mission-approved training models.
- Setting up and maintaining compliant training infrastructure, classrooms, laboratories and equipment.
- Ensuring biometric, geo-fenced and face-recognition-based attendance.
- Integrating training operations with the NGKRM-MIS system.
- Managing trainee enrolment, batch operations, attendance, assessment, certification and placement data.
- Facilitating assessment through NCVET / KSU / GCVT / SSC / approved industry-certified bodies.
- Supporting placement, apprenticeship, employment or self-employment opportunities for certified trainees within 90 days of certification.
- Submitting monthly progress reports through the NGKRM-MIS.

Pre-Qualification and Eligibility Criteria
Legal and Operational Eligibility
Applicants must:
- Be legally registered under applicable law such as Companies Act, Trust Act, Societies Act, LLP Act or similar.
- Have a valid PAN.
- Have GST registration certificate, where applicable.
- Not be blacklisted or debarred by any Central / State Government agency, Board, Skill Council or financing institution.
- Have a clean statutory, financial and tax compliance record.
- Submit consortium agreement, if applying as a consortium.
Technical / Sector Eligibility
Applicants must:
- Propose NSQF-aligned courses eligible for affiliation under NCVET / KSU / GCVT / SSC / industry-certified frameworks.
- Clearly mention sector, job role, NSQF level and training modality.
- Possess actual production-grade equipment, machinery and expert faculty for industry-based OJT programmes.
- Ensure sector and job-role specific infrastructure and trainers.

Applicants must submit the application online only through the official portal.
Application Process
- Register on the NGKRM / GSDM portal.
- Create organisational profile.
- Select “Apply for GIAS Training Partner Empanelment.”
- Fill in organisation, centre, sector, NSQF level, modality and job role details.
- Submit separate applications for each sector with proposed job roles and targets.
- Upload all required documents as per checklist.
- Upload signed declaration / undertaking.
- Receive system-generated acknowledgement number.
- DSD will scrutinise the application and may conduct centre verification.
- Selected applicants will receive Letter of Intent / Letter of Empanelment.
- Centre Accreditation and Affiliation must be completed within 45 working days from target allocation.
- Submit 5% PBG within 30 days from target issuance.

- Minimum 300 sq. ft. dedicated classroom space.
- Job-role-specific lab, equipment and machinery.
- Geo-fenced face-recognition biometric attendance system.
- CCTV monitoring with 90 days video feed storage.
- Minimum 10 Mbps internet connectivity.
- Qualified trainers; ToT-certified trainers preferred.
- Separate sanitation facilities for male and female trainees.

The Directorate of Skill Development, Government of Gujarat has invited a perpetual EOI for the empanelment of Training Partners under Gujarat Institute of Advanced Skills, a key training delivery component of the Namo Gujarat Kaushalya and Rojgar Mission. The initiative aims to create an industry-aligned, technology-enabled and outcome-focused training ecosystem across Gujarat.
Eligible organisations including companies, industry associations, academic institutions, trusts, societies, Section 8 companies, LLPs, PSUs, SSCs and consortia may apply online. Training Partners will deliver NSQF-aligned training programmes in priority and emerging sectors such as construction, automotive, healthcare, IT-ITeS, logistics, electronics, green jobs, AI, blockchain, robotics, EV, cybersecurity, drone technology and other future-ready skill areas.
