Gujarat NGKRM GIAS EOI 2026 – Training Partner Empanelment Summary

The Directorate of Skill Development, Labour, Skill Development and Employment Department, Government of Gujarat has invited a Perpetual Expression of Interest (EOI) for the empanelment of Training Partners under Gujarat Institute of Advanced Skills (GIAS), a key component of Namo Gujarat Kaushalya and Rojgar Mission (NGKRM). The EOI is open on a rolling basis, and eligible organisations may apply online during the financial year 2026–27.

Scope of Work

Empanelled Training Partners will be responsible for delivering NSQF-aligned skill development training programmes under GIAS–NGKRM. The scope includes:

1. Conducting Short-Term Training (STT) and Long-Term Training (LTT) programmes aligned to NSQF Levels 1 to 8.
2. Delivering training across approved priority, emerging and future-ready sectors.
3. Operating residential, non-residential and other mission-approved training models.
4. Setting up and maintaining compliant training infrastructure, classrooms, laboratories and equipment.
5. Ensuring biometric, geo-fenced and face-recognition-based attendance.
6. Integrating training operations with the NGKRM-MIS system.
7. Managing trainee enrolment, batch operations, attendance, assessment, certification and placement data.
8. Facilitating assessment through NCVET / KSU / GCVT / SSC / approved industry-certified bodies.
9. Supporting placement, apprenticeship, employment or self-employment opportunities for certified trainees within 90 days of certification.
10. Submitting monthly progress reports through the NGKRM-MIS.

Pre-Qualification and Eligibility Criteria

Legal and Operational Eligibility

Applicants must:

1. Be legally registered under applicable law such as Companies Act, Trust Act, Societies Act, LLP Act or similar.
2. Have a valid PAN.
3. Have GST registration certificate, where applicable.
4. Not be blacklisted or debarred by any Central / State Government agency, Board, Skill Council or financing institution.
5. Have a clean statutory, financial and tax compliance record.
6. Submit consortium agreement, if applying as a consortium.

Technical / Sector Eligibility

Applicants must:

1. Propose NSQF-aligned courses eligible for affiliation under NCVET / KSU / GCVT / SSC / industry-certified frameworks.
2. Clearly mention sector, job role, NSQF level and training modality.
3. Possess actual production-grade equipment, machinery and expert faculty for industry-based OJT programmes.
4. Ensure sector and job-role specific infrastructure and trainers.

Applicants must submit the application online only through the official portal.

Application Process

1. Register on the NGKRM / GSDM portal.
2. Create organisational profile.
3. Select “Apply for GIAS Training Partner Empanelment.”
4. Fill in organisation, centre, sector, NSQF level, modality and job role details.
5. Submit separate applications for each sector with proposed job roles and targets.
6. Upload all required documents as per checklist.
7. Upload signed declaration / undertaking.
8. Receive system-generated acknowledgement number.
9. DSD will scrutinise the application and may conduct centre verification.
10. Selected applicants will receive Letter of Intent / Letter of Empanelment.
11. Centre Accreditation and Affiliation must be completed within 45 working days from target allocation.
12. Submit 5% PBG within 30 days from target issuance.

Training Partners must ensure:

1. Minimum 300 sq. ft. dedicated classroom space.
2. Job-role-specific lab, equipment and machinery.
3. Geo-fenced face-recognition biometric attendance system.
4. CCTV monitoring with 90 days video feed storage.
5. Minimum 10 Mbps internet connectivity.
6. Qualified trainers; ToT-certified trainers preferred.
7. Separate sanitation facilities for male and female trainees.
8. Fire safety and emergency compliance.
9. Monthly reporting on NGKRM-MIS.
10. Minimum 70% trainee attendance for assessment and certification.
11. Placement support and placement data upload within 90 days of certification.

The Directorate of Skill Development, Government of Gujarat has invited a perpetual EOI for the empanelment of Training Partners under Gujarat Institute of Advanced Skills, a key training delivery component of the Namo Gujarat Kaushalya and Rojgar Mission. The initiative aims to create an industry-aligned, technology-enabled and outcome-focused training ecosystem across Gujarat.

Eligible organisations including companies, industry associations, academic institutions, trusts, societies, Section 8 companies, LLPs, PSUs, SSCs and consortia may apply online. Training Partners will deliver NSQF-aligned training programmes in priority and emerging sectors such as construction, automotive, healthcare, IT-ITeS, logistics, electronics, green jobs, AI, blockchain, robotics, EV, cybersecurity, drone technology and other future-ready skill areas.

Applications are to be submitted online through the official Gujarat skills portal. The EOI is rolling in nature and remains open during FY 2026–27. Applicants must meet legal, financial, technical, infrastructure and compliance requirements. Payments will be made as per Common Cost Norms, and selected Training Partners must submit a 5% Performance Bank Guarantee after target issuance
