Important Corrigendum Update

As per the corrigendum dated 25/06/2026, the tender submission date has been extended up to 30/10/2026. The corrigendum also revises the technical evaluation marks for experience in training programmes, research studies, consultancy assignments and capacity-building activities. The selected training partner agencies will provide training, research, consultancy, capacity building and allied professional services to Government Departments, offices, local bodies, PSUs and other organizations through COEP Technological University. The empanelment is aligned with the Government of Maharashtra resolution dated 13/03/2026.

The scope includes:

1. Conducting training programmes, workshops, seminars, orientation programmes, refresher courses and capacity-building activities.
2. Preparing training modules, study material, manuals, presentations, digital content and related documentation.
3. Undertaking research studies, surveys, data collection, policy analysis, impact assessments, feasibility studies, benchmarking and evaluation assignments.
4. Providing management consultancy and advisory services in administration, governance, planning, finance, project management, monitoring and implementation support.
5. Deploying qualified trainers, subject matter experts, consultants, researchers, coordinators and support personnel.
6. Organizing online, offline and hybrid training programmes with logistical, technical and administrative support.
7. Submitting progress reports, training reports, assessment reports, feedback analysis and final project reports.
8. Coordinating with COEP University, Government Departments and other stakeholders.
9. Ensuring compliance with Government Resolutions, statutory provisions, confidentiality requirements and quality standards.
10. Making necessary arrangements such as accommodation, food, stationery, training materials and logistics after prior approval from the University.

The tender covers multiple training categories, including Short-Term Training, RPL, NSQF-aligned courses, SSC training courses, NSDC-affiliated courses, vocational training, employment-linked training, entrepreneurship development, soft skills, personality development, communication skills, digital literacy, computer training and futuristic technology training.

Pre-Qualification Criteria

Eligible bidders may include LLPs, Private Limited Companies, Institutes, Proprietorships and Partnership Firms. The bidder must be legally registered and should possess valid statutory registrations such as PAN, GST and other applicable registrations.

Key eligibility conditions include:

1. Minimum 3 years’ experience in relevant fields such as training, research, consultancy, management development or capacity-building activities.
2. Average annual turnover of ₹100 lakh during the last three financial years: 2023-24, 2024-25 and 2025-26.
3. Successfully executed at least one Government/Board/Council/Commission/PSU/Government undertaking training-related project worth ₹200 lakh during the last 3 years.
4. Should not be blacklisted or debarred by any Government Department, PSU, Autonomous Institution, University, Board, Council or Commission.
5. Must have an office in Pune, Maharashtra for a minimum period of one year.
6. Must provide expert details, including qualification, experience, willingness to work and employment type.
7. Startups and MSMEs are eligible subject to meeting the tender conditions.

Financial Criteria

At the empanelment stage, only the Technical Bid is invited. The tender states that no commercial or financial bid is required at this stage. Once specific work assignments are received from Government Departments or client organizations, COEP may invite empanelled agencies to submit assignment-specific financial proposals or BOQs.

Payment terms will be decided separately for each assignment or work order. The tender also states that payment to the training partner agency will be released only after COEP University receives corresponding funds from the concerned Government authority or office.

Tender Fee, EMD and Security

The tender will be processed through online e-tendering. Bidders must submit documents in PDF format in one envelope containing technical documents and annexures. The technical proposal should not include commercial prices. Any commercial information in the technical bid may lead to rejection.

6. Scanned supporting documents
7. Details of sectors, training programmes and skill areas where the bidder has expertise

All correspondence, certificates, proposals, annexures and related documents must be submitted in English.

Evaluation Process

The tender evaluation will include preliminary scrutiny, pre-qualification evaluation, technical evaluation, document verification and, where required, presentation or interaction before the committee.

Key evaluation factors include:

1. Relevant experience in training, research, consultancy and capacity-building.
2. Experience with Government, PSU, Autonomous Bodies, Skill Councils, Educational Institutions or reputed organizations.
3. Number of candidates trained.
4. Availability of qualified trainers, consultants, researchers and experts.
5. Infrastructure and operational capability.
6. Pune office presence.
7. Employment-linked training and placement experience.

Only bidders securing the minimum qualifying marks in Part A Technical Proposal will be considered for presentation/interaction under Part B.

COEP Technological University, Pune has invited online technical bids for the Empanelment of Training Partner Agencies to support training, skill development, capacity building, research, consultancy and allied professional services. The empanelled agencies may be engaged for assignments received from Government Departments and other public bodies.

The selected agencies will be expected to conduct online, offline and hybrid training programmes, develop training content, deploy qualified experts, manage logistics, provide reporting support and ensure compliance with applicable Government guidelines. The empanelment covers a wide range of training areas, including NSQF-aligned courses, Sector Skill Council courses, NSDC-affiliated training, vocational training, employment-linked skill training, entrepreneurship development, soft skills, communication skills, digital literacy and futuristic technology programmes.

Interested bidders must meet the prescribed eligibility criteria, including minimum experience, turnover, Government project experience, statutory registrations, non-blacklisting status, Pune office presence and expert availability. The bid submission will be through online mode only, and the tender is technical in nature at the empanelment stage. Commercial proposals will be invited separately for specific work assignments.
