Scope of Work:

1. Selection of Bidder for providing Communicative Skills Training for employability of college students in mining affected areas of Jajpur District, Odisha, under District Mineral Foundation (DMF), Jajpur.

• Pre-qualification Criteria:

The bidder should have been in operation for the past three years, registered under relevant Indian Acts.  

1. The bidder must not have a history of failure to perform on any contract in the last three years.  
2. The bidder must have an average annual turnover of at least INR 3 crores over the last three FYs (2021-22, 2022-23, & 2023-24).  
3. No consortium/JV/associations/subcontracting is allowed.  
4. The bidder must not have been blacklisted by any Central/State Government Ministry in India or Public Sector Undertakings or any Government Agencies.  
5. The bidder shall have 3 years of prior experience in providing similar kinds of NSQF aligned training services, including Communicative Skills Training, enrolment of a minimum of 5000 candidates, and counseling.  
6. A Power of Attorney is required in the name of the person signing the proposal.  

• Eligibility Criteria:

1. Bidders must fulfill the pre-qualification criteria.  

• Financial Criteria:

1. The bidder shall have an average annual turnover of at least INR 3 crores over the last three FYs.  

• Tender Fee and EMD:

1. Tender Fee: INR 10,000/- (non-refundable).  
2. EMD: INR 1,00,000/- (refundable).  
3. Both to be submitted in the form of Demand Draft in favor of ‘Collector & Managing Trustee, DMF, Jajpur’.  

Submission Guidelines:

Proposals must be submitted by Speed Post/Registered Post/Courier only.  

1. The proposal must be delivered at the specified address as per the Bidder Data Sheet.  
2. The proposal must be complete in all respects.  
3. Each page should be numbered and signed by the authorized representative.
