8. The bidder must provide an escalation matrix for service support.

Eligibility Criteria

The bid document states that bidders must have past experience in same or similar services. The main bid document mentions 3 years of past experience, while the Buyer Added ATC mentions minimum 5 years of past experience with similar category product/service. Since the ATC is stricter, bidders should treat the 5-year condition as a key compliance requirement and verify the final applicability on the GeM portal before submission.

The bidder must have a minimum average annual turnover of ₹10 lakh during the last three financial years. Documentary proof such as audited balance sheets or a Chartered Accountant / Cost Accountant certificate should be uploaded with the bid.

Tender Fee and EMD

The uploaded GeM bid document does not mention any tender fee. The EMD section clearly states that EMD is not required. The ePBG section also states ePBG is not required.

However, the Buyer Added ATC mentions that the successful bidder has to deposit 1% Performance Security. This should be treated as a post-award requirement for the successful bidder, not as bid-stage EMD. Bidders should verify the mode and applicability of the performance security directly on the GeM portal or with the buyer before final submission.

Submission Guidelines

6. Technical clarifications may be sought during evaluation, with a permitted response time of 2 days.
