Scope of Work The selected contractor will be responsible for providing complete catering services at the Corporate Training Institute, APSPDCL, Tirupati. The catering services will be provided to participants, guest faculty, staff, and guests during training programmes and related institutional activities. The scope includes:

Pre-Qualification Criteria Bidders must satisfy the pre-qualification requirements specified in the tender document. The tender is intended for contractors with relevant experience, financial capacity, required manpower, and valid registration. Experience Criteria The bidder must have completed similar works as a prime contractor with a value of not less than 50% of the estimated contract value in any one year during the last five years. Based on the estimated contract value of ₹40,06,800, the minimum similar work experience requirement is approximately:
₹20,03,400 in any one year during the last five years.
Experience of subcontractors, GPA holders, or proposed collaborations will not be considered.
Financial / Solvency Criteria The bidder must have solvency of 50% of the estimated contract value, or must produce evidence from bankers showing liquid or credit facilities of approximately: ₹20,03,400
The bidder must also submit financial certificates for the last five years, including turnover proof, balance sheets, profit and loss statements, and income tax documents.
Registration Requirement The bidder must have valid registration with APSPDCL in Civil category as per eligibility. GST Requirement The bidder must have a valid GST registration certificate and must upload a copy of the same as part of the technical bid. Manpower and Equipment Requirement The bidder must have sufficient machinery, equipment, experienced staff, and labour to complete the work within the stipulated contract period. The contractor must deploy adequate catering manpower such as cooks, assistant cooks, waiters, kitchen helpers, dining hall helpers, and cleaning staff. Eligibility Criteria

Financial Criteria and Fee Details
Tender Fee and EMD The tender document does not specify a separate tender document fee. However, participating bidders must pay the applicable e-procurement transaction fee through the electronic payment gateway. EMD / Bid Security The EMD is 1% of the estimated contract value.
The EMD of unsuccessful bidders will be refunded as per tender conditions. The EMD of the successful bidder will be retained and adjusted/dealt with as per contract terms.

Submission Guidelines Bidders must submit their bids online through the AP e-Procurement portal. The participating bidders should register on the portal and use valid digital certificates for secure login and bid submission. The technical and financial bids must be uploaded in the prescribed formats available on the e-procurement platform. All uploaded documents must be duly signed by the bidder, and the bidder will be responsible for the correctness and authenticity of the submitted documents.
After uploading the documents online, bidders are required to submit hard copies of the uploaded statements, certificates, and documents along with proof of bid security payment to the office of the Chief General Manager, P&MM&CIVIL, APSPDCL, Tirupati, before the tender opening date and time.
Hard copies received after the deadline may be rejected, even if the online bid has been submitted successfully.

Food must be cooked only within the approved kitchen premises, and outside food is not permitted. The contractor will be responsible for procurement of all provisions, LPG gas, fruits, vegetables, milk, and other food materials. The contractor must maintain separate utensils and cooking arrangements for vegetarian and non-vegetarian food. Reuse of burnt oil is prohibited, and leftover food from one meal must not be served in the next meal.
The contractor will also be responsible for proper handling of APSPDCL-provided furniture, kitchen equipment, crockery, cutlery, utensils, and other assets. Any damage due to negligence, mishandling, or carelessness may be recovered from the contractor. |
