Financial Criteria
The bidder must have a minimum average annual turnover of ₹5 crore for FY 2022-23, FY 2023-24 and FY 2024-25, supported by audited financial statements and a CA certificate with UDIN. The bidder must also have a positive net worth as on 31 March 2025. The financial proposal must be submitted only in the online E-Proc format and must not be uploaded as part of the technical bid.

Scope of Work
The selected agency will conduct an independent impact evaluation of KYP, covering programme implementation and outcomes from April 2022 to March 2026. The study will assess how KYP has contributed to employability, work-readiness and labour market preparedness among youth in Bihar.
Key scope components include:
  1. Tracer Study of Beneficiaries
    Assess current employment status, job search behaviour, transition pathways and beneficiary perception of skill improvements.
  2. Before-After and Current Status Assessment
    Review self-reported pre- and post-training outcomes, current beneficiary status, and available administrative/internal assessment data.
  3. Comparison Strategy
    Compare KYP beneficiaries with suitable non-KYP youth where feasible, or use pre-post assessment with triangulated data.
  4. Skill and Behavioural Assessment
    Evaluate communication ability, digital literacy, confidence, workplace readiness and behavioural competencies.
  5. Employer and Market Feedback
    Collect inputs from employers and stakeholders on work readiness, entry-level competency gaps and labour market alignment.
  6. Scheme Design and Delivery Assessment
    Review curriculum delivery, trainer capacity, infrastructure, monitoring systems, MIS and training provider performance.
  7. Data Review and Triangulation
    Validate administrative data, internal assessments and field findings to generate credible recommendations.

The minimum technical qualifying score is 70 out of 100. Only bidders scoring 70 or above will be considered for financial evaluation. Final selection will be based on QCBS with 70% weightage for technical score and 30% weightage for financial score.

Submission Guidelines
Bids must be submitted online only through the Bihar e-Procurement portal. Offline or hard-copy bid submission will not be accepted. Bidders must have a valid Class II/III Digital Signature Certificate with signing and encryption capability. All eligibility, technical and supporting documents must be uploaded in readable scanned format. Financial quotes must be submitted only through the online financial bid format and must not be included in the technical proposal.
Conditional bids, incomplete bids, bids without required fee/EMD, or bids containing financial details in the technical proposal may be rejected.
