Scope of Work
The selected bidder will be responsible for developing an enterprise-grade AR/VR training solution for safety, operations and maintenance activities at the Pot Line of NALCO Smelter Plant. The solution must include hardware, software and integration services for immersive training in critical plant areas such as Pot Room activities, anode change processes and emergency workflows.
The proposed system includes a VR Safety Training Module for SOPs, hazard identification, PPE usage, emergency response and plant walkthroughs. It also includes a VR PTM Simulator for simulating PTM operation and control with realistic scenarios and performance tracking. The modules must support voice assistance, gesture interaction, assessment tools, analytics and exportable trainee performance reports.
The vendor’s scope includes software development for Pot Room activities, Anode Change, Metal Tapping, Beam Raising, emergency scenarios, VR Safety & SOP Training, and built-in evaluation systems. Hardware scope includes a customized PTM chair, VR-ready workstation, VR headsets with controllers, cables, power backup, peripherals, mounting stands and networking setup.

The bidder should have executed or supplied at least one Develop, Supply, Installation, Testing and Commissioning of Virtual Reality Training Module project during the last seven years ending the last day of the month before the tender was floated. Alternatively, the bidder may have executed an LSTK contract where at least one VR Training Module was part of the contract scope. The supplied Virtual Training Module should also have been in successful operation for at least two years as on the bid opening date.
The bidder may be an OEM, authorised agency, dealer or channel partner of an OEM. If the bidder is authorised by an OEM, the credentials of both the OEM and the authorised bidder may be jointly considered for technical eligibility.
Commercial / Financial Criteria
The bidder must have an average annual financial turnover of at least ₹11.36 Lakhs during the last three years and must have positive net worth during the last financial year. Audited financial statements and profit & loss accounts, duly certified by a Chartered Accountant/Auditor, are required. Certificates issued by CA/CMA/CWA must carry a valid UDIN.
Note: The GeM bid page states that MSE and startup relaxation for years of experience and turnover is “No”; however, the NIT/PQC section also refers to waiver of prior turnover and prior experience for DIPP-recognised startups subject to quality and technical specifications. Bidders should seek clarification through the GeM portal before relying on this relaxation.
Tender Fee and EMD
The tender document specifies an EMD of ₹20,000. EMD can be submitted through Bank Guarantee/e-Bank Guarantee, NEFT, RTGS, SWIFT, Account Payee Demand Draft, Fixed Deposit Receipt or Banker’s Cheque. Cash payment is not accepted. If EMD is submitted through DD/Cheque/BG, the original must be sent to GM (Fin.), NALCO Smelter Plant, Angul – 759145, Odisha, mentioning the GeM Bid/Contract number and subject on the envelope.
EMD exemption is available as per GeM GTC and NALCO conditions. Bidders claiming exemption must upload valid supporting documents. Under the MSE category, only manufacturers for goods and service providers for services are eligible; traders are excluded from EMD exemption benefits.
Submission Guidelines
Bidders must submit their bid through the GeM portal. All PQC documents, technical confirmation sheet, commercial confirmation, EMD proof or exemption documents, filled annexures and other bid evaluation documents must be uploaded with the bid. After bid submission, only shortfall documents related to already submitted credentials may be considered; new supply/work order documents will not be accepted for qualification.
Any pre-bid clarification or representation must be raised online through the GeM representation window only. Clarifications or representations submitted through offline mode or email will not be entertained. During evaluation, shortfall documents must also be submitted only through the GeM clarification window.
Delivery, Warranty and AMC
The overall delivery period is 210 days from placement of Purchase Order. Phase 1 includes VR Safety Training Modules and PTM Simulator for Line 4 within four months from PO date. Phase 2 covers VR PTM Simulator for Lines 1, 2 and 3 within three months from completion of Phase 1.
The system must carry a minimum 12-month warranty for hardware and software after handover. Annual Maintenance Charges are required for a post-warranty period of 4 years, with bi-annual frequency.
