Tender Overview

The Indian Army, under the Ministry of Defence, Department of Military Affairs, has invited bids through the Government e-Marketplace (GeM) portal for the procurement of Professional Training Services (Version 2) – Online Weekdays Training Program. The tender is aimed at engaging a qualified training institute for advanced online instructor-led business training services.

The contract duration for the assignment is approximately 7 months and 4 days. The procurement process will follow a Two Packet Bid System along with a Reverse Auction mechanism.

1. Conduct online professional training sessions
2. Deliver instructor-led weekday classes
3. Provide advanced-level business training
4. Offer OEM-recognized certification
5. Conduct training from the service provider’s location
6. Manage approximately 189 training days
7. Deliver one batch for one trainee as per tender specifications

1. The bidder should possess at least 2 years of experience in providing similar training services.
2. Experience should be with any Central Government, State Government, or PSU organization.
3. Similar work orders/contracts must be submitted as proof.

1. Three similar works costing at least 40% of the estimated value, OR
2. Two similar works costing at least 50% of the estimated value, OR
3. One similar work costing at least 80% of the estimated value.

1. MSE Purchase Preference is applicable.
2. Eligible MSE bidders can avail purchase preference benefits up to 15% over L1 pricing.
3. However, relaxation in turnover and experience criteria is not available for MSEs or Startups in this tender.

1. Submission is allowed only through GeM.
2. The bid follows a Two Packet system.
3. Reverse Auction will be conducted among technically qualified bidders.
4. Technical clarification response time is limited to 2 days.
5. Bidders should upload all supporting documents along with the technical bid.
