Scope of Work
The selected bidder will be responsible for providing semi-deluxe buses with 52 seats or more for transporting farmers, beneficiaries and representatives from Bhilwara district to GRAM 2026 Jaipur and other departmental training/exposure visits.
The scope includes:
Providing roadworthy semi-deluxe buses of the required seating capacity.
- Arranging buses from district headquarters, Panchayat Samiti headquarters or other specified pickup points.
- Picking up farmers/participants from Gram Panchayat-level locations on the route and dropping them back after the journey.
- Providing buses at specified locations within 12 hours of work order.
- Ensuring vehicles have valid fitness certificates, permits, registration, insurance and other transport-related documents.
- Providing experienced drivers with valid driving licences and at least 3 years of driving experience.
- Maintaining vehicle logbooks and getting journey details certified by the trip officer/department representative.
- Providing 4 cans of clean, cold/sweet drinking water of 15-20 litres each per bus per day without extra payment.
- Arranging replacement vehicles in case of breakdown, delay or any operational issue.
- Quoting rates per kilometre inclusive of diesel, oil, toll tax, night charges, parking, taxes and other applicable operating costs.

Pre-Qualification Criteria
Bidders must meet the following broad pre-qualification requirements:
- The bidder may be a proprietorship firm, partnership firm, private limited company, bus owner, tour operator or travel agency.
- The bidder must have GST registration and Income Tax / PAN registration.
- Rajasthan-based MSME bidders claiming reduced bid security must submit a valid registration certificate issued by the competent government authority.
- The bidder should have at least 3 years of experience in supplying buses/vehicles on hire, rental or contract basis, preferably for government works.
- The bidder should not be blacklisted, debarred or declared defaulter by any government department, board, corporation or public institution.
- The bidder should not be insolvent, bankrupt, under liquidation or facing proceedings that affect its ability to perform the contract.
- The bidder must comply with the Code of Integrity and disclose any conflict of interest.
- The bidder should not have been convicted for fraud, corruption, misrepresentation or professional misconduct in the last three years.
- The bidder must be capable of arranging multiple buses at short notice as per work orders.
Financial Criteria

Submission Guidelines

Payment and Contract Conditions
Payment will be made after completion of satisfactory work and submission of bills supported by certified logbooks. The journey logbook must be verified by the authorised trip officer or department representative. Payment is subject to availability of budget and compliance with tender conditions.
The bidder must bear all operating costs such as fuel, oil, toll, parking, night charges, taxes and maintenance unless specifically allowed otherwise in the tender. In case of breakdown or non-availability of vehicle, the bidder must arrange an alternative vehicle at their own cost.
