Scope of Work

The selected vendor will be responsible for the complete supply, delivery, installation, configuration, commissioning, testing, training and on-site support of factory-integrated high-performance computer workstations. The systems must include specified Intel/AMD processor options, 64GB DDR5 RAM expandable to 128GB, 2TB NVMe SSD, 4TB HDD, dedicated NVIDIA graphics card, integrated LAN/Wi-Fi, 27-inch QHD monitor and required accessories.

Pre-Qualification / Eligibility Criteria

Bidders must be OEMs or OEM-authorised dealers, channel partners or distributors of a reputed brand with valid authorisation for sales and after-sales support. The bidder and OEM should have been in the computer business for at least 5 years, and documentary proof must be submitted. The OEM must also have an authorised service centre within 300 km from Tirupati.

The bidder/OEM should have executed at least three orders of the same or higher quantity during the last three financial years, i.e., 2023-24 to 2025-26, in India for Central/State Government, PSU, CPSE, Educational R&D Institutions or CFTIs. Purchase order copies, installation reports and customer satisfaction certificates are required as proof.
The bidder must also comply with the Make in India requirement as a Class-I or Class-II Local Supplier, with a minimum local content requirement of 20%. Non-local suppliers with less than 20% local content are not eligible under this tender condition.
Financial Criteria
The bidder must have an annual turnover of at least ₹50 lakh and must be profitable during each of the previous three financial years: either 2022-23 to 2024-25 or 2023-24 to 2025-26. Audited financial statements or financial statements signed by a Chartered Accountant must be submitted. MSEs and Startups are not exempted from the experience and turnover criteria.
The financial bid must be submitted only in the prescribed BOQ Excel format. Prices must be quoted on FOR IIT Tirupati basis, inclusive of taxes, duties, packing, transportation, insurance, loading/unloading, delivery, installation, commissioning, integration and validation. L1 will be decided on the overall price quoted for the main product with 3-year OEM onsite warranty.
 

Tender Fee and EMD / Bid Security

Delivery, Warranty and Payment Terms

The successful bidder must complete supply, installation, testing, commissioning and training within 8 weeks from the date of Purchase Order at IIT Tirupati campus. The bidder must make arrangements for unloading and positioning of items at the required location.

The awarded vendor must provide 3-year OEM onsite warranty and ensure availability of spares and service support for at least 5 years. A performance security of 5% of total order value must be submitted within 15 days from the issue of award letter, valid for the warranty period plus 60 days.
