Tender Overview

The Military Engineer Services (MES), under the Chief Engineer (Navy), Visakhapatnam, has invited an e-tender for the Provision of Deficient Single Living Accommodation and Training Infrastructure for Trainee Sailors at INS Chilka. This is a large-scale infrastructure project with phased execution.

 Scope of Work

The project involves comprehensive infrastructure development including:

Construction of single living accommodation facilities

Development of training infrastructure for trainee sailors

Execution in multiple phases (365–365 days per phase approx.)

Includes civil, structural, and associated engineering works

1. Average Annual Turnover: Minimum ₹42 Crore (last 3 financial years)
2. Work Experience:
   1. 3 similar works ≥ 40% of project value (~₹56 Cr each), OR
   2. 2 similar works ≥ 50% (~₹70 Cr each), OR
   3. 1 similar work ≥ 80% (~₹112 Cr)
3. Nature of Work: RCC framed structures (multi-storey buildings preferred)

1. Must be Class ‘SS’ Category ‘a(i)’ (Buildings Works)
2. No adverse remarks in work load report

1. Must meet all PQC requirements
2. Should not be blacklisted or suspended
3. Must register with MES after selection

1. Working Capital: Minimum ₹3 Crore
2. Solvency Certificate: Up to ₹140 Crore (from scheduled bank)
3. Financial Soundness: Required as per MES norms

1. Tender Fee: ₹3,000 (Non-refundable)
2. Earnest Money Deposit (EMD): ₹15,00,000
3. EMD Exemption:  Not applicable (unless specified under MES rules)

1. Mode: Online (E-tendering portal)
2. Two-cover system:
   1. Cover 1: Technical Bid
   2. Cover 2: Financial Bid
3. Upload scanned documents including:
   1. DD/Bankers Cheque for tender fee & EMD
   2. Work experience certificates
   3. Financial documents
   4. Integrity Pact
4. Physical documents to be submitted within 7 days of bid submission
