1. Construction of buildings:
   1. Administrative Building
   2. Training Centre
   3. Guest Houses (VVIP, PI/API)
   4. Hospital Building
   5. Dog Squad Facility
   6. Workshop & Engineering Units
   7. Guard Room & Drill Shed
2. Complete infrastructure development including roads, utilities, and services
3. Electrical, plumbing, fire safety, and solar systems
4. Site development, excavation, RCC structures, finishing, and testing
5. Obtaining approvals, NOCs, and completion certificates

1. Must have completed at least 1 similar building project:
   1. Value ≥ ₹32.90 Crore
   2. Completed within last 5 years
2. Only RCC residential/administrative building works considered

1. Minimum Average Annual Turnover: ₹41.13 Crore (last 3 years)
2. Must demonstrate adequate bid capacity ≥ project cost
3. Submission of audited financial statements required

1. Joint Ventures not allowed
2. No blacklisted firms
3. Strong track record of performance required
