The Bihar Skill Development Mission (BSDM), Government of Bihar, has invited proposals for the empanelment of Training Partners (TPs) to implement employment-linked domain skill development programs for candidates who are mental illness cured or stabilized psychiatric patients across Bihar.

This initiative aims to promote inclusive skilling and sustainable employment opportunities through structured training, certification, and placement support.

Important Dates & Timeline

1. Mobilization, counseling, and registration of eligible candidates
2. Conducting training as per approved curriculum (QP/NOS standards)
3. Establishment and operation of training centers across Bihar
4. Assessment, certification, and placement of candidates
5. Ensuring minimum 50% placement of trained candidates
6. Post-placement tracking and reporting
7. Maintaining infrastructure, trainers, and compliance systems
8. Ensuring CCTV monitoring and biometric attendance

1. Organization must be registered for at least 3 years
2. Eligible entities: Company, Society, Trust, Partnership, Educational Institutions, etc.
3. Must have experience in government skill training programs
4. Minimum 3 completed projects (300 candidates each) after March 2023
5. Minimum 500 candidate placements in last 3 years
6. Mandatory placement tie-ups (LoI) for at least 300 candidates
7. Must not be blacklisted by any government authority

1. Tender Document Fee: ₹5,000 (Non-refundable)
2. Tender Processing Fee: ₹590
3. EMD: Not specified (considered exempt/not required)

1. Bids must be submitted online only via Bihar e-Procurement Portal
2. Digital Signature Certificate (DSC) is mandatory
3. All documents must be uploaded in prescribed format
4. Offline submissions are not allowed
5. Payment of fees must be done via online mode (NEFT/RTGS/Card)
6. Proposals must be complete and compliant to avoid rejection
