DGT Invites EOI for Conducting CBT and Engineering Drawing Examinations Across India
The Directorate General of Training (DGT), Ministry of Skill Development and Entrepreneurship, Government of India, has released a Request for Expression of Interest (REOI) for the selection of a service provider to conduct end-to-end Computer Based Tests (CBT) and Engineering Drawing examinations for various vocational training schemes across India.
The selected agency will be responsible for conducting examinations for major national skill training programs including Craftsmen Training Scheme (CTS), Craft Instructor Training Scheme (CITS), Apprenticeship Training Scheme (ATS), and Flexi-MoU programs.
This EOI aims to shortlist technically capable and financially strong examination agencies. Shortlisted bidders will later be invited to participate in the Request for Proposal (RFP) stage.
Scope of Work
The selected service provider will be responsible for end-to-end management of examinations for vocational training programs administered by DGT across India.
The scope includes three major phases:
1. Pre-Examination Phase
  1. Examination planning and scheduling
  2. Identification and setup of examination centres across India
  3. Candidate data integration through APIs with DGT portals
  4. Question bank management and secure question paper generation
  5. Mock test platform for candidates
  6. Security planning including server, network and physical security
  7. Infrastructure readiness and audit of exam centres
  8. Digital scanning setup for Engineering Drawing answer sheets
2. Examination Phase
  1. Conduct Computer Based Tests (CBT) across multiple centres
  2. Candidate authentication and attendance management
  3. AI-based facial recognition verification
  4. CCTV surveillance and monitoring of exam centres
  5. Deployment of trained manpower including invigilators and IT managers
  6. Randomization of questions and answer options
  7. Secure exam delivery and real-time monitoring
3. Post-Examination Phase
  1. Evaluation of CBT responses and Engineering Drawing answer sheets
  2. Digital evaluation platform for scanned answer sheets
  3. Uploading candidate marks on DGT portal via API
  4. Candidate response sheet hosting
  5. Post-exam analytics and reporting
  6. Data archiving and examination logs preservation
The service provider will also support handling RTI queries, candidate grievances, and court cases related to examination processes.
Coverage of Examination Programs
The examination services will cover multiple national skill development schemes:
  1. Craftsmen Training Scheme (CTS) – Approximately 14 lakh trainees annually
  2. Craft Instructor Training Scheme (CITS) – About 13,000 candidates
  3. CITS Entrance Examination – Around 45,000 candidates
  4. Apprenticeship Training Scheme (ATS) – About 10,000 candidates annually
  5. Flexi-MoU Scheme – Around 6,000 candidates
  6. Agniveer certification assessments – Expected 50,000 candidates
Examinations will be conducted across 14,000+ Industrial Training Institutes (ITIs) and multiple exam centres across India.
Eligibility Criteria
Interested service providers must meet the following technical and financial eligibility conditions:
Legal Eligibility
  1. Must be a company registered in India under the Companies Act 2013 / LLP / Government or PSU entity
  2. Must have GST registration and PAN
  3. Must have been operational for at least 5 financial years
  4. Consortium or joint venture bids are not allowed
Financial Eligibility
  1. Minimum average annual turnover of ₹70 Crore from online examination or assessment business during the last three financial years (2022-23, 2023-24, 2024-25)
  2. Positive net worth for the last three financial years
Infrastructure Requirement
  1. Offices in at least 5 States/UTs across India
Experience Requirement
The bidder must have:
  1. Minimum 3 years experience in conducting online examinations or CBT assessments
  2. Conducted examinations across at least 200 districts in 20 states in a single exam cycle
  3. Conducted CBT exam for at least 1 lakh candidates in a single day
Certification Requirement
  1. Valid CMMI Level 3 certification for services and development
Manpower Requirement
  1. Minimum 200 employees on payroll
Compliance Requirement
  1. The bidder must not be blacklisted by any Government organization.
Tender Submission Guidelines
Interested agencies must submit their EOI proposals through the Central Public Procurement Portal (CPPP). Manual submissions will not be accepted.
Key submission requirements include:
  1. Digital Signature Certificate (DSC)
  2. Supporting documents proving eligibility
  3. Pre-qualification documents
  4. Authorization documents for signatory
EOIs must remain valid for at least 120 days from the submission deadline.
