Tender Overview

Scope of Work

1. The selected bidder will be responsible for implementing an entrepreneurship development project through the installation and operationalization of an Automatic Sanitary Pad Making Unit managed by Self Help Groups (SHGs).

1. Setting up an automatic sanitary pad manufacturing unit
2. Providing entrepreneurship development support to SHGs
3. Ensuring compliance with statutory, technical, and operational standards
4. Supporting project implementation and service delivery as per the Scope of Work (SOW) and Service Level Agreement (SLA)
5. Delivering the project within the stipulated contract period

The initiative aims to enhance women’s entrepreneurship, local employment generation, and access to affordable sanitary products.

Eligibility Criteria

1. Interested bidders must fulfill the following eligibility conditions:
2. The bidder must have experience in providing similar services to Central/State Government organizations, PSUs, or public sector institutions.
3. The bidder must upload copies of work orders or contracts demonstrating relevant project experience.
4. All required documents must be submitted on the GeM portal during bid submission.

Experience Requirement

1. Bidders must have successfully completed similar services during the last three financial years with any Government or PSU organization.
2. The experience requirement may be satisfied by any one of the following:
3. Three similar completed projects costing at least 40% of the estimated cost, or
4. Two similar completed projects costing at least 50% of the estimated cost, or
5. One similar completed project costing at least 80% of the estimated cost.
6. Minimum 3 years of experience in similar services is required.

Financial Criteria
