3. Objective of the EOI
The objective is to utilize idle or spare infrastructure of Government & Private Institutions to conduct Professional, Employability & Skill Training Programs across India to bridge the skilled manpower gap in multiple sectors such as:
- Mechanical
- Electrical
- Agriculture
- Health
- Telecom
- Tourism
- Education
- Rural Development
- Cement & Housing Sectors
4. Scope of Work
Selected Service Providers (SPs) shall be responsible for:
- Providing complete infrastructure and facilities for training programs
- Smart classrooms, tools, materials & modern teaching aids
- Qualified & experienced trainers, support & office staff
- Market linkages & placement support
- Establishing community support centers
- Implementing training & job-linked programs for urban youth
5. Eligibility Criteria
To qualify, the agency must:
- Be a Government-Authorized or Government-Affiliated Training Centre
- Have minimum 3 years of operations as on 31 Oct 2025
- Be a Proprietorship / NGO / Registered Company / Partnership Firm
- Possess valid PAN & GST
- Have minimum average turnover of ₹1 Crore in training/skill development (last 3 years)
- Submit CA-Audited Financial Statements (last 3 years)
- Provide list of training centers with full addresses
- Demonstrate capability to manage large-scale training operations

10. Evaluation & Selection Process
- Infrastructure inspection (Physical/Virtual)

11. Empanelment Validity
- Initial Empanelment: 3 Years
- Extendable up to: 5 Years (based on annual performance)
12. Major Commercial & Legal Conditions
- No infrastructure funding from IGTR
- Payment only after receipt from sponsoring agency
- Separate Work Order for each project
- IGTR can terminate, modify or blacklist for false information
- Security deposit can be forfeited on breach
- All records to be maintained as per IGTR & Sponsor guidelines
