🎯 Objective:
To empanel experienced training organizations to conduct skill development training linked to economic activities in selected villages under the Rurban cluster.
📦 Scope of Work
  1. Mobilization, training delivery, documentation, and placement for ~2,720 participants.
  2. Sectors include: IT/ITES, Agriculture, Handicraft, Textile, Apparel, and Soft Skills.
  3. Specific NSQF-aligned courses like CRM Domestic Voice, Bee Keeping, Tailoring, etc.
  4. AI For All program (Digital India + Intel) is compulsory for all trainees.
  5. Payment in 4 installments based on milestones (Inception, 50%, 75%, Completion).
✅ Eligibility Requirements
  1. Empanelment with NSDC/MoSDE/SSC.
  2. Turnover: ₹5 Cr+ in any of last 3 years (Skill only).
  3. DDU-GKY experience – 5 projects, 3 in Haryana.
  4. Collaboration with 5+ government departments.
  5. Placement network with 10+ partners.
  6. Training record: 2,000+ trained in last 5 years.
  7. Professional team with 8+ qualified staff.
  8. 10+ years experience in skill development.
  9. No blacklisting declaration.
📋 Evaluation Criteria (100 Marks Total)
  1. Empanelment (NSDC, MoSDE): 10
  2. Infra & Centers: 20
  3. Training Experience (DDU-GKY): 10
  4. Placement Linkages: 15
  5. Registered Office in Haryana: 5
  6. Experience (4–10+ years): 10
  7. Presentation & Methodology: 30
Note: Minimum 70 marks in technical required for financial bid opening.
