Scope of Work

The selected implementing agencies will be empanelled to conduct Up-skilling and Recognition of Prior Learning (RPL) training for eligible Delhi residents under Delhi Khadi Kaushal Vikas Yojna.

The proposed sectors/job roles include:

  1. Tailor Trade Sewing
  2. Bakery
  3. Perfume Making
  4. Essential Oil
  5. Candle Making
  6. Soap (Handmade)
  7. Hair Stylist
  8. Makeup Artist
  9. Pottery

The notional training allocation is 4,810 candidates, subject to actual applications and sector-wise requirements. The training will focus on artisans, workers, school/college dropouts and individual entrepreneurs in Delhi.

The implementing agency may be required to support beneficiary mobilization, training delivery, RPL implementation, certification support, digital literacy, awareness on banking facilities, marketing support and e-catalogue-related activities wherever applicable. For Tailor Trade Sewing, e-catalogue and toolkit support are specifically highlighted in the scheme framework.

Beneficiary Eligibility

The scheme benefits are intended for eligible beneficiaries who:

  1. Are residents of Delhi for a minimum period of 5 years.
  2. Have Aadhaar Card.
  3. May belong to General, SC, ST, OBC, Minority, Women, EWS, Disabled/PWD categories, as applicable.
  4. Are registered on e-Shram portal, Common Service Centres, DKVIB website or other eligible government registration channels.
  5. Meet the qualification requirements as per NSDC/MSDE norms for RPL.
  6. Are willing to participate in the Delhi Khadi Kaushal Vikas Yojna training programme.

Bidder Eligibility Criteria

Eligible bidders may include registered NGOs, societies, trusts, private limited companies, firms, autonomous bodies and implementing partners. The bidder must submit valid proof of incorporation/registration.

Key eligibility requirements include:

  1. The agency must be active and operational in NCT of Delhi for at least 3 years from the proposal submission date.
  2. The bidder must have geographical presence or operations in NCT of Delhi.
  3. The bidder must not be blacklisted by any donor agency, State Government or Central Government.
  4. The bidder must not have any legal case pending against DKVIB/GNCT of Delhi as on the tender date.
  5. Franchisee/subletting of training is not permitted.
  6. Temporary skill camps may be opened in Delhi only for RPL training.

Financial Criteria

The bidder must have:

  1. Minimum average annual turnover of ₹100 lakh or more.
  2. Positive net worth.
  3. Audited financial records for three consecutive financial years: 2022-23, 2023-24 and 2024-25.
  4. CA-certified financial details.
  5. Income Tax Return acknowledgements for the same three financial years.

Experience Criteria

The bidder should have relevant experience in skill training, RPL, NSDC/NSQF-aligned programmes or skill assessment. The RFP indicates the following experience expectations:

  1. Experience of at least 5,000 skill trainings as per MSDE cost norms, or 5,000 skill assessments, during FY 2022-23, 2023-24 and 2024-25.
  2. Experience of up to 4,000 customized skill trainings in Up-skilling/RPL schemes or with industry partners.
  3. Experience of implementing or providing advisory services for Central/State Government skill development programmes with minimum 4,000 NSQF-aligned skill trainings.
  4. Experience in Delhi/NCR or with industry partners will be considered important for evaluation.
  5. Availability of domain trainers/faculty on payroll for the proposed sectors is required.

Submission Guidelines

Bids must be submitted by registered bidders through the Delhi Government e-Procurement portal. The tender will follow a technical bid process. The bidder must upload all required documents in the prescribed format and submit financial instruments for EMD and processing fee as required.

Important submission points:

  1. Bid submission must be online through the Delhi e-Procurement system.
  2. Bid documents must be in English and in the prescribed formats.
  3. No hard copy bid submission will be entertained except EMD and processing fee instruments.
  4. Incomplete proposals or proposals without required documents may be rejected.
  5. Bids received after the deadline will be rejected.
  6. Bidders cannot modify or alter bids after the submission deadline.
  7. The bidder must ensure all uploaded documents are self-certified with date, seal and signature.
  8. DKVIB may inspect, verify and monitor documents, trainings, trainers, training centres and implementation details.
  9. DKVIB reserves the right to reject, withdraw or amend the tender as per its discretion.
  10. Evaluation Process

The evaluation will be carried out by the Technical Evaluation Committee of DKVIB.

The process includes:

  1. Submission of detailed proposal for sector-wise empanelment.
  2. Evaluation against pre-qualification and technical evaluation matrix.
  3. Shortlisting of technically qualified bidders.
  4. PowerPoint presentation of maximum 15 minutes before the designated committee.
  5. Empanelment and allotment based on technical qualification, experience and capacity.
  6. Signing of MoA/MoU with selected implementing agencies.
  7. Issuance of sanction order and training target allocation.

Only bidders satisfying pre-eligibility criteria and scoring the minimum technical marks will be considered for presentation. The RFP indicates that bidders securing minimum 75 marks out of 100 may be considered eligible for empanelment and allotment; however, empanelment is not automatic and remains subject to DKVIB’s decision.

Payment and Performance Conditions

The RFP provides payment milestones for RPL training. A 50% advance may be considered after the first batch of 45 candidates is registered, formed and approved by DKVIB, subject to submission of a performance guarantee.

Key payment-related conditions include:

  1. Performance Guarantee of 5% of the total project/work value.
  2. Performance Guarantee may be in the form of DD/FD/Bank Guarantee issued by a Scheduled Commercial Bank.
  3. Stipend support of ₹400 per day is mentioned for participants.
  4. Assessment fee of ₹900 per candidate is indicated.
  5. Balance payment will be subject to submission of required proof, bank statement showing stipend transfer, beneficiary details, e-catalogue submission where applicable, and invoice.
  6. Selected bidder must execute MoA/MoU and submit Performance Guarantee within the stipulated period.
