📌 Scope of Work

• Objective: Train ~1,85,000 Class 3 & 4 state government employees on Effective Communication and Behavioural Training.
• Duration: Trainings to be completed by 31st March 2028 over 3 years.
• Key Responsibilities:
  •  Prepare rollout plan, training calendar, and mobilization strategy.
  • Design and deliver engaging training materials in Gujarati.
  • Train Master Trainers at SPIPA who will cascade training to district-level trainers.
  • Develop and maintain an online training portal (open-source) for coordination, documentation, and monitoring.
  • Provide end-to-end support at district and taluka level including logistics, documentation, and issuance of certificates.
  • Submit monthly reports and annual review documentation, including short films. 

📋 Pre-Qualification Criteria

1. Legal Structure:
   • Registered company, LLP, Trust, or Society.
   • Minimum 10 years of existence in India.
2. Financial Turnover:
   • Minimum average annual turnover of INR 10 Cr in any 3 consecutive years (FY 2020-21 to 2023-24).
3. Experience:
   • Minimum two projects as a Knowledge Partner with government clients (≥ ₹1.5 Cr each).
   • Minimum one project as a Training Partner (≥ ₹1 Cr).

✅ Eligibility & Financial Criteria

• Consortium: Allowed with maximum two members.
• Bid Validity: 180 days.
• Financial Proposal:
  • Submitted online only.
  • Inclusive of all costs and taxes (except GST shown separately).
• Evaluation: QCBS Method (Technical:Financial = 50:50).

💰 Tender Fee and EMD

• Tender Fee: ₹5,000 (non-refundable).
• EMD: ₹10,00,000
  • Via DD or BG, valid for 60–180 days.
  • To be submitted physically with the technical bid.

• Mode: Two-envelope system
  • Envelope 1: Tender fee and EMD.
  • Envelope 2: Technical Bid (with pen drive copy).
  • Financial Bid: Uploaded online only on nProcure portal.
• Language: English (supporting documents must be officially translated if not in English).
