Scope of Work

OMC proposes to empanel eligible agencies for implementation, execution, monitoring and assessment of welfare schemes, development initiatives, multi-sector CSR and convergence projects across Odisha, covering activities under Schedule VII of Section 135 of the Companies Act, 2013. Individual assignments may be awarded through limited tender enquiries. A single order under the empanelment is capped at ₹3 Crore excluding GST. DTCNEmpanelmentofNGOsREVISED

Professional/Technical Qualification

Applicants must demonstrate at least 3 years' experience in successful implementation of Schedule VII CSR projects and successful execution of at least 3 projects during 1 April 2021–31 March 2026 for a PSU, Government Department, private-sector or international organisation. Eligibility & Financial Criteria

Eligible entities include Section 8 companies, societies, public trusts, institutional bodies and Government organisations, subject to the prescribed documentation. The minimum average financial turnover is ₹3 Crore for FY 2023-24 to FY 2025-26, supported by audited financial statements (or permitted auditor-certified unaudited statements where applicable). No separate minimum net-worth requirement is specified. DTCNEmpanelmentofNGOsREVISED

Tender Fee & EMD

Tender fee is ₹5,900 including GST, payable online. Odisha MSEs registered for similar services are exempt, subject to documentary proof. Instead of a monetary EMD, bidders must submit the prescribed Bid Security Declaration under Annexure 8. DTCNEmpanelmentofNGOs
