Scope of Work

Key responsibilities include:

1. Identification of key stakeholders and mobilisation of MSME clusters.
2. Sensitisation and mobilisation of MSMEs and cluster associations.
3. Preparation of cluster Diagnostic Study Reports (DSR).
4. Technical and financial feasibility assessment for Common Facility Centres.
5. Preparation and validation of DPRs.
6. Assistance with approvals, procurement/tendering and implementation of CFC projects.
7. Monitoring physical and financial progress and supporting project completion. RFP

Professional Qualification & Eligibility

Eligible applicants include experienced institutes/organisations/LLPs/social enterprises engaged in cluster development/MSME development. The organisation should be a registered business entity and have relevant cluster-development experience. The tender requires minimum 5 years of relevant experience and 50+ employees in the consulting division. Consortium/joint venture/subcontracting arrangements are not permitted. RFP

Financial Criteria

The RFP specifies a minimum average annual turnover of ₹50 crore from Indian operations during the preceding three financial years. Financial capacity must be supported by audited financial statements and a statutory auditor/CA certificate. RFP

Submission & Important Dates

The EOI is to be submitted online through the Bihar e-Procurement portal. The Critical Fact Sheet specifies an application fee of ₹25,000. RFP

The EOI notice confirms online submission through eproc2.bihar.gov.in, with the technical proposal opening scheduled for 14 October 2026. NIT

Document Checklist

Applicants should prepare, at minimum:

1. Certificate of Registration/Incorporation.
2. Audited financial statements for the prescribed financial years.
3. Statutory Auditor/Practising CA certificate for turnover.
4. Relevant experience/assignment credentials.
5. Work orders/contracts and completion certificates, wherever applicable.
6. Self-certification regarding non-blacklisting.
7. Employee-strength certificate from the firm's HR/authorised official.
8. Firm experience details in the prescribed Annexure-I format.
9. Cover letter, company profile and credentials.
10. Signed EOI/proposal and supporting documents as required by the RFP. RFP
