Scope of Work

The selected agency will undertake door-to-door collection and transportation of segregated wet and dry waste across 14 wards, deployment and management of vehicles/manpower, IoT-based monitoring and a centralised control room, source segregation and waste-management activities, IEC/BCC and Swachh Survekshan-related documentation, citizen engagement, MIS/online reporting and related sanitation-support activities. The scope also includes vehicle operation, fuel, maintenance, manpower deployment and compliance with applicable SWM Rules and SBM-U 2.0 guidelines. SBD

Professional Qualification & Eligibility

Eligible bidders may be legally constituted entities such as proprietorships, registered partnerships, societies, trusts, companies/NGOs or other legally recognised entities. JV/Consortium is permitted up to two entities, subject to submission of prescribed JV documents, authorisation and joint/several responsibility undertaking. Bidders must not be blacklisted, debarred or disqualified by government bodies, PSUs, ULBs or courts as on the bid date. Relevant experience includes sanitation/SWM, municipal sanitation services, door-to-door segregated MSW collection, source segregation, BCC and transportation to MRF/processing/disposal sites. SBD

Financial Criteria, Fee & EMD

The tender requires ITR and audited balance sheets for the last 3 financial years and a CA-certified turnover certificate with UDIN. However, the documents do not specify a minimum average annual turnover or minimum net-worth threshold. Tender fee is ₹1,500 (non-refundable) and EMD is ₹4,00,000 (refundable). Submission Guidelines

Bids are to be submitted through the Uttar Pradesh e-Tender portal (www.etender.up.nic.in) in accordance with the tender/e-tender instructions.
