Scope of Work

The empanelled agencies will support GIFTCL in understanding recruitment requirements, talent sourcing, market mapping, candidate screening and assessment, candidate submission, interview coordination, candidate engagement, reference/background verification, compensation and offer support, post-offer follow-up, joining coordination, recruitment MIS/reporting, market intelligence and confidentiality/compliance. Standard candidate submissions are expected within 7 working days, while leadership hires have a recommended SLA of 10 working days. RFP document

Eligibility & Qualification Criteria

Eligible bidders may be Indian or international companies, partnership firms or LLPs legally incorporated/existing under Indian law. Sole proprietorships and consortiums are not eligible. The bidder must have:

1. Minimum 5 years' experience in recruitment/executive search/manpower recruitment.
2. Recruitment assignments for at least 5 organisations with 500+ employees during the preceding five years.
3. At least 10 relevant recruitment assignments involving middle/senior management and/or specialised positions during the preceding five years.
4. At least 3 verifiable client references.
5. No debarment/blacklisting by government departments, PSUs or companies.

Technical qualification carries 70% weightage, with a minimum 60% technical score required for Financial Bid opening. Financial evaluation carries 30% weightage. RFP document

Financial Criteria

The RFP does not specify a minimum average annual turnover, minimum net worth or estimated tender cost. Financial evaluation is based on the service fee quoted for human resource recruitment per candidate, exclusive of GST. RFP document

1. Tender Fee: ₹2,000
2. EMD/Bid Security: ₹50,000
3. Mode: Demand Draft / Banker’s Cheque / Pay Order from a Nationalised/Scheduled Commercial Bank, in favour of GIFTCL, payable at Ahmedabad.
4. MSE Exemption: Yes, subject to the prescribed valid certificate, self-declaration and applicable form. RFP document
