About the EOI

Scope of Work

Selected Training Centres will be responsible for:

1. Mobilising eligible candidates in approved locations.
2. Registering candidates on Skill India Digital Hub (SIDH).
3. Conducting RPL training using certified trainers.
4. Providing required classroom, laboratory, tools and functional solar installation.
5. Maintaining attendance through prescribed systems.
6. Conducting assessments and certification.
7. Maintaining candidate documentation and MIS.
8. Supporting inspections and monitoring by SCGJ.
9. Maintaining geo-tagged evidence and programme records.
10. Ensuring compliance with PM Surya Ghar guidelines throughout the project.

Eligibility Criteria

Applicants must satisfy the following requirements:

1. room, laboratory, safety arrangements, tools and installed solar system must be available.

4. Must not be blacklisted or debarred by any Government authority, Ministry, NSDC, NCVET or SCGJ.
5. Training Centre must possess valid SIDH affiliation/accreditation under SCGJ for the job role "Solar PV Installation Helper."
6. Centre must be located in the assigned city or area.
7. Preference will be given to centres located in urban areas near Municipal Corporations or Urban Local Bodies.
8. Minimum two SCGJ-certified trainers must be available.
9. Required class

Selection Method

Applications will be evaluated based on:

1. Completeness of application
2. Eligibility verification

4. Operational readiness
5. Location suitability
6. Infrastructure availability
7. FCFS priority based on complete application submission

SCGJ may also conduct:

1. Physical inspection
2. Virtual inspection
3. Document verification

Empanelment does not guarantee target allocation.

Financial Conditions

The EOI provides indicative payment conditions:

Payments are subject to:

1. Receipt of funds by SCGJ
2. Successful verification
3. Batch Closure Reports
4. Submission of complete invoices
5. Supporting evidence

No interest shall be payable for delays arising due to fund release or document verification.

Submission Guidelines

Interested applicants should:

1. Submit applications only through the designated Google Form shared by SCGJ.
2. Submit a separate application for each Training Centre.
3. Upload clear and complete documents.
4. Ensure all submitted information is accurate.
5. Incomplete or unverifiable applications may be rejected.
6. SCGJ may request additional clarifications or documents.

SCGJ Invites EOI for Empanelment of Training Centres under PM Surya Ghar Muft Bijli Yojana

The Skill Council for Green Jobs (SCGJ) has announced an Expression of Interest (EOI) inviting eligible Training Providers and Training Centres across India to participate in the implementation of the Government of India's flagship PM Surya Ghar: Muft Bijli Yojana. The initiative aims to strengthen India's renewable energy workforce through Recognition of Prior Learning (RPL) training for the job role of Solar PV Installation Helper.

The programme proposes to train around 10,000 candidates across multiple states including Andhra Pradesh, Karnataka, Maharashtra, Uttar Pradesh, Rajasthan, Bihar, Odisha, Kerala, Delhi and several other locations. According to the EOI, target allocation will follow a First-Come-First-Served (FCFS) mechanism among applications that are complete, eligible and successfully verified by SCGJ.

Eligible applicants must be legally registered organisations in India with valid SIDH affiliation under SCGJ for the Solar PV Installation Helper job role. Training Centres are expected to possess adequate classrooms, laboratories, functional solar systems, certified trainers, safety infrastructure and digital systems for attendance and MIS reporting.

The scope of work includes candidate mobilisation, registration on the Skill India Digital Hub (SIDH), delivery of RPL training, assessment support, certification, documentation management, evidence collection and compliance with SCGJ monitoring protocols. Training Centres must also maintain geo-tagged records, facilitate inspections and ensure strict adherence to programme guidelines.

Financially, the EOI indicates a training fee of ₹3,000 per successful candidate, while a ₹3,500 candidate stipend is to be initially disbursed by the Training Provider as per SCGJ instructions and reimbursed subject to verification and availability of funds.

Interested Training Providers are required to submit their applications online through the designated Google Form before 16 August 2026. Separate applications are required for each Training Centre, along with mandatory documents such as SIDH affiliation certificates, trainer certifications, infrastructure photographs, self-declarations and mobilisation plans.
