The selected bidder shall provide an online executive certification programme developed by UC Berkeley Executive Education (QS Ranking up to Top 100).

The scope includes:

1. Delivery of the online certification course through a Learning Management System (LMS)
2. Online lectures
3. Quizzes and assignments
4. Discussion forums
5. Industry-aligned curriculum
6. Qualified faculty members and industry experts
7. Learner support through LMS
8. Technical support through email
9. Assessment and evaluation
10. Digital certificate issued by UC Berkeley Executive Education upon successful completion
11. Regular reporting on enrolment, completion rate and learner feedback
12. One-year engagement (renewable by mutual consent)

Pre-Qualification / Eligibility Criteria

Interested bidders should satisfy the following requirements:

1. Minimum 3 years experience in similar professional training services.
2. Experience of providing similar services to Government Departments/PSUs.
3. Minimum average annual turnover of ₹3 Lakhs during the last three financial years.
4. Documentary proof of turnover through audited balance sheets or Chartered Accountant certificate.
5. Relevant experience certificates/contracts to be submitted.
6. OEM Authorization Certificate wherever applicable.
7. OEM Annual Turnover certificate wherever applicable.
8. Additional certificates as specified in the ATC.

Financial Criteria

1. Minimum Average Annual Turnover: ₹3 Lakhs
2. Turnover calculated for the previous three financial years.
3. Audited Balance Sheets/CA Certificate required.
4. Estimated Tender Value: ₹2,70,000 (Inclusive of Taxes)

According to the tender documents, the Indian Army expects bidders to demonstrate a minimum of three years of experience in providing similar professional training services along with an average annual turnover of at least ₹3 lakh over the previous three financial years. Supporting documents, including audited financial statements and relevant experience certificates, must be submitted as part of the technical bid.

The estimated value of the procurement is ₹2.70 lakh (inclusive of taxes). The bid follows a two-packet evaluation process and will be conducted entirely through the GeM portal. No Earnest Money Deposit (EMD) has been prescribed for this tender, although a 5% electronic Performance Bank Guarantee (ePBG) will be applicable after award.
