Scope of Work
The selected supplier will be responsible for the complete supply, installation, testing, commissioning and training of one Two Port Glove Box at IIT Tirupati, Yerpedu, Andhra Pradesh. The equipment must be supplied with a 3-year comprehensive onsite warranty and free installation and training at IIT Tirupati.
The scope includes:
- Supply of Two Port Glove Box with required technical configuration.
- Installation, testing, commissioning and validation at IIT Tirupati.
- Free training for users at IIT Tirupati.
- On-site delivery within 12 weeks from the date of Purchase Order.
- Provision of additional accessories including 2 pairs of butyl gloves and 5 O-rings.
- Availability of spare parts and service support for at least 10 years from successful installation.
- After-sales service support, including a service centre within a 500 km radius of IIT Tirupati.
Key Technical Requirements
The Two Port Glove Box must include stainless steel construction, argon environment, PLC-controlled operation, HEPA filters, gas purification system, oxygen and moisture analysers, solvent adsorber, antechambers, vacuum pump, electro-pneumatic valves, and necessary accessories. The glove box should support an adjustable operating pressure range from -15 mbar to +15 mbar, and both oxygen and moisture levels should be maintained below 1 ppm.
The bidder must submit a technical compliance statement against the specifications and provide the original technical brochure for the quoted model.
Pre-Qualification / Eligibility Criteria
Bidders must fulfil the following eligibility requirements:
- The bidder must submit firm incorporation/registration certificate, PAN details and GST registration.
- The bidder/OEM should have supplied at least 3 units of similar make and model during the last 3 financial years to Central/State Government, PSU, CPSE, CFTI institutions such as IIT/IISER, or Educational R&D institutions.
- Purchase orders/contracts and satisfactory installation certificates must be submitted as proof.
- The bidder must be an OEM or OEM-authorised dealer/channel partner/distributor of a reputed brand.
- A valid OEM authorisation letter is mandatory.
- The supplier should have a service centre within a 500 km radius of IIT Tirupati.
- Bidders from countries sharing a land border with India must comply with prior registration requirements under applicable Government of India rules.
- MSEs and Startups may get bid security exemption, but they are not exempted from turnover and experience criteria.
Financial Criteria
The bidder must have an annual turnover of at least ₹12.5 lakh and must be profitable during each of the previous three financial years, either 2022-23 to 2024-25 or 2023-24 to 2025-26. Audited financial statements or financial statements duly signed by a Chartered Accountant must be submitted as per Annexure-V.
Financial bids must be submitted only in the BOQ Excel format provided with the tender. Prices quoted elsewhere may lead to rejection. Submission Guidelines
- Bids must be submitted online through the Central Public Procurement Portal. Bidders must register on the CPP Portal and use a valid Class II/III Digital Signature Certificate for participation.
- The bid must be submitted in two covers:
Cover 1 – Technical Bid:
- A sequentially numbered PDF containing PAN, GST, firm registration certificate, Annexures I to X, technical documents, compliance statement and supporting documents.
Cover 2 – Financial Bid:
- The BOQ Excel file must be downloaded, filled and uploaded in the same format without changing the financial template.
- The technical bid must not contain any price information. Non-compliance may lead to disqualification.
Bid Evaluation Process
- Technical bids will be evaluated first. Only technically qualified bidders will be considered for financial evaluation. The L1 bidder will be decided based on the overall quoted price for the main equipment and associated components with a 3-year comprehensive onsite warranty. Purchase preference for MSEs and Make in India suppliers will apply as per the tender conditions.
Payment, Warranty and Delivery Terms
- No advance payment will be made. Payment will generally be released within 30 days after successful supply, installation and satisfactory completion of the work. The successful bidder must provide a minimum 3-year comprehensive onsite warranty from the date of installation and commissioning. Delivery, installation, testing, commissioning and training must be completed within 12 weeks from the date of Purchase Order.
