Scope of Work
The selected coaching institute will be responsible for providing structured coaching services for JEE Main and NEET entrance examinations to eligible OBC and Minority students of Madhya Pradesh.
The major scope includes:
- Conducting coaching for JEE Main and NEET for 24 months.
- Delivering at least 2400 hours of coaching, with 4 hours of daily classes.
- Operating coaching facilities across Bhopal, Indore, Gwalior, Jabalpur and Ujjain.
- Providing qualified and experienced faculty for relevant subjects.
- Maintaining classrooms, furniture, audio-visual facilities, library, learning material, washrooms and other infrastructure.
- Providing free teaching and learning material to registered students.
- Maintaining biometric / QR-based attendance and ensuring regular reporting.
- Conducting counselling, tests, performance monitoring and progress reporting.
- Supporting student registration and selection processes as per departmental guidelines.
- Ensuring online / live-streaming facilities for classes.
- Maintaining a minimum required success rate of 10% in JEE Main / NEET, as per the RFP condition.
- Cooperating with departmental inspections, third-party assessments and performance reviews.
Pre-Qualification Criteria
Bidders must satisfy the following key pre-qualification requirements:
Legal Entity
The bidder must be a legally registered entity in India, such as:
- Company
- Firm
- LLP
- Partnership firm
- Proprietorship firm
The bidder must have:
- Valid registration certificate
- PAN
- GST registration
- MOA / AOA / partnership deed / bylaws, wherever applicable
The successful bidder must also register under the Madhya Pradesh Shops & Establishment Act before commencement of coaching.
Consortium / Joint Venture
Consortium or joint venture participation is not allowed.
Non-Blacklisting
The bidder must not be blacklisted or barred by any Central Government, State Government, Semi-Government organisation or autonomous body during the last five years.
Coaching Centre Requirement
The bidder must provide coaching services in all five specified cities: Bhopal, Indore, Gwalior, Jabalpur and Ujjain. If a bidder does not already have a centre in any location, the bidder must establish the centre within the prescribed timeline after issuance of the work order and before commencement of coaching.
Eligibility Criteria
The bidder should meet the following eligibility requirements:
- Must be registered in India and possess PAN and GST.
- Must have minimum annual turnover of ₹1 crore from similar coaching business in each of the last three financial years.
- Must have cumulative turnover of ₹5 crore from similar coaching business over the last three financial years.
- Must have experience in coaching at least 500 candidates each in the last three years / exam cycles.
- Must have adequate space, preferably minimum 5000 sq. ft. for coaching operations.
- Must have required teaching infrastructure, including classrooms, library, furniture, projectors, audio-visual equipment and learning resources.
- Must have at least two full-time qualified and experienced faculty members with minimum three years of teaching experience.
- Must submit a logical monthly action plan for coaching delivery.
- Must not be blacklisted or barred by government bodies.
Financial Criteria
The RFP prescribes clear financial eligibility conditions:
- Minimum annual turnover of ₹1 crore from similar coaching business in each of FY 2022-23, 2023-24 and 2024-25.
- Total cumulative turnover of ₹5 crore from similar coaching business in the last three financial years.
- Turnover must be supported by a Chartered Accountant certificate in the prescribed format.
- Audited financial statements, profit and loss account, balance sheet, ITR acknowledgements, GST / ITR records and computation details must be submitted.

Submission Guidelines
Bidders must submit their bids through the MP e-Procurement portal. The proposal must be submitted in three parts:
- Envelope A – Eligibility / Pre-Qualification Documents
- Envelope B – Technical Proposal
- Envelope C – Financial Proposal
The financial bid must not be included in the technical proposal. The financial bid must be submitted in the prescribed format and in a separate sealed envelope where hard copy submission is required.
Hard copies of the technical proposal, supporting documents and financial bid envelope must be submitted to the SETC office within the prescribed deadline. Late submissions, incomplete documents, conditional bids or bids without valid EMD may be rejected.
Evaluation and Selection Process
The tender follows a multi-stage evaluation process:
- Preliminary scrutiny of submitted bids
- Verification of eligibility and essential documents
- Technical evaluation out of 90 marks
- Technical presentation carrying 10 marks
- Financial bid opening for technically qualified bidders
- Final selection through QCBS method
The minimum qualifying technical score is 45 marks out of 90. Final score will be calculated with:
- 70% weightage to technical score
- 30% weightage to financial score
The bidder with the highest final QCBS score will be considered for award, subject to compliance with all RFP conditions.
