The Ministry of Defence (DRDO – GTRE, Bengaluru) invites bids for Hiring of Professionals for Application Development and Maintenance, specifically Full Stack Developers. The contract duration is 2 years, focusing on development, deployment, and maintenance of enterprise applications.

Key Tender Details

1. Application development, deployment, and maintenance
2. Full-stack software development (AngularJS, React, ERP platforms)
3. API integration, ERP systems, and database management (Oracle)
4. Development of multiple enterprise applications (inventory, HRMS, pension systems, etc.)
5. Onsite deployment of resources for 24 months
6. Deliverables in milestone-based phases (every 6 months)

4. 4.       Log Card & Inventory Management Systems

Eligibility Criteria

Technical Eligibility

1. Minimum 3 years of experience in similar services
2. Experience with Government/PSU projects preferred
3. Proven track record in full-stack development projects
4. Deployment-ready skilled professionals

1. BCA / B.Tech / B.Sc (CS/IT) or equivalent with diploma in computers

1. MSE and Startups eligible for experience relaxation subject to compliance

Financial Criteria

1. Experience in executing end-to-end full-stack development projects
2. Submission of work orders / completion certificates
3. Compliance with Make in India certification
4. Adherence to complete scope of work
5. Capability to deliver milestone-based outputs

1. Tender Fee: Not Applicable (as per GeM rules)
2. EMD: ₹60,000
3. EMD Exemption: Available for eligible MSEs and Startups with valid proof
4. Performance Security (ePBG): 5% for 27 months duration

1. Bids must be submitted online via GeM portal
2. Two-envelope system: Technical + Financial
3. All documents must be digitally signed and uploaded
4. No physical document submission required
5. Reverse Auction applicable post technical qualification

1. Technical evaluation followed by reverse auction
2. Selection based on total value (L1 basis)
3. Highest bidder may be eliminated during RA process

1. MSE purchase preference applicable (up to 15%)
2. 100% quantity may be awarded to eligible MSE bidders
3. Strict compliance with labour laws and GeM policies required
4. Payment will be milestone-based upon service completion certification
