🔹 Summary of the EOI
TCIL invites Expression of Interest (EOI) for empanelment of back-end partners to deliver skill development training across India under a government project. The selected partners will implement the training on a back-to-back basis aligned with client guidelines.
🔹 Scope of Work
- Imparting skill-based training to youth as per the standards of the Ministry of Minority Affairs (MoMA).
- Training delivery includes content, trainers, logistics, certification, and placement.
- Exact training details and client scope will be disclosed post-NDA.

🔹 Eligibility Criteria
- Legal Status:
- Indian company registered under Companies Act, 1956/2013 or
- Proprietorship/Partnership firm or Govt. society.
- Turnover:
- Average annual turnover of ₹15 Cr (₹12.5 Cr for MSEs/Startups) during last 3 FYs.
- Positive net worth as of 31 March 2024.
- Profit Before Tax in at least 2 of the last 3 FYs.
- Experience:
- Two similar projects of ₹15 Cr each (or 3000 candidates each)
OR
One project of ₹20 Cr (or 4000 candidates).
- “Similar Work” = Skill training under MoMA or similar ministries.
- Mandatory Registrations:
- PAN, GST
- Proof of PF registration
- Local office (or undertaking to open one post-award)
- General Declarations:
- Not blacklisted.
- No criminal conviction.
- No insolvency/legal proceedings.
- Undertaking for compliance with GoI procurement guidelines (land-border clause, Make in India, etc.)
- Consortiums:
- Allowed up to 3 members.
- Lead partner must meet experience and turnover requirements.
🔹 Financial Criteria
- Bid Security (EMD): ₹5,00,000
- Valid for 120 days
- Accepted forms: DD, FDR, BG, NEFT, etc.
- Tender Fee: ₹20,000 + 18% GST = ₹23,600
- Payment Terms:
- 30% on batch start with ABG
- 40% on certification
- 30% on verified placement (70% of certified candidates)
🔹 Submission Guidelines
- Mode: Online via GePNIC: https://www.etenders.gov.in
- Hard Copies: Tender Fee/EMD in DD/BG form to be submitted offline to TCIL New Delhi if applicable.
- Mandatory Documents:
- Authorization Letter/Board Resolution
- Integrity Pact (must be signed)
- Non-Disclosure Agreement (Rs. 100 Stamp Paper)
- Consortium Agreement (if applicable)
🔹 Evaluation Criteria
- Techno-commercial evaluation.
- L1 will be selected based on highest discount quoted in BOQ.
- MSEs and local suppliers get preference as per GoI policy.
