🔹 Scope of Work
Hiring of infrastructure providers who can offer:
- Accommodation (AC rooms, double/triple for trainees, single/double for trainers)
- Dining (healthy, hygienic meals including breakfast, lunch, dinner, and tea)
- Training facilities (min. 50 seating capacity hall with projector, screen, Wi-Fi, audio setup)
- Support infrastructure (open space for yoga/meditation, gym/swimming preferred)
- Emergency support, backup power, first aid, vehicle for emergencies
Training locations: Pune, Lonavala, Nashik, Amravati, Nagpur
Batch size: 40–50 participants
🔹 Pre-Qualification Criteria
- Entity Type: Must be registered in India as a company/LLP/Partnership/Proprietorship with at least 3 years of experience.
- Turnover: Minimum average of ₹3 Crores in any 3 years out of the last 5 (only from lodging and food services).
- Blacklisting: Should not be blacklisted by TRTI/Central Government.
- FSSAI License: Mandatory.
🔹 Technical Evaluation Criteria (Max 100 Marks)
- Past work experience with Govt./PSUs: up to 10 marks
- Turnover (above ₹6 Cr): up to 10 marks
- FSSAI License: 5 marks
- Accommodation & Training Hall Capacity: up to 20 marks
- Dining Capacity: up to 10 marks
- Open space, gym, meditation area: 5 marks
- ISO 9001 & 22000 certifications: 10 marks
- Understanding, methodology & presentation: 30 marks
Minimum Technical Score: 70 to qualify for financial evaluation
🔹 Financial Criteria
- Selection Method: QCBS (Quality-cum-Cost Based Selection)
- Technical: 80% weight
- Financial: 20% weight
- BOQ: Per day accommodation + food rate (exclusive of GST)
🔹 Tender Fee and EMD
- Tender Fee: ₹25,000/-
- Processing Fee: ₹500/-
- EMD: ₹10,00,000/-
- Performance Bank Guarantee: 3% of the awarded value
