Tender Overview

The National Commission for Women (NCW) has issued an Expression of Interest (EOI) for the empanelment of Non-Governmental Organizations (NGOs) and Civil Society Organizations (CSOs) as non-financial partners for the financial year 2026–27.

The objective is to collaborate on awareness, advocacy, research, and capacity-building initiatives related to women’s rights and empowerment across India.

1. Conduct awareness and sensitization programmes
2. Organize workshops, consultations, and capacity-building trainings
3. Facilitate legal literacy camps and community outreach initiatives
4. Undertake research, documentation, and policy advocacy
5. Support grassroots initiatives aligned with women’s empowerment

1. Registered under one of the following:
   1. Societies Registration Act, 1860
   2. Indian Trusts Act, 1882
   3. Section 8 of the Companies Act, 2013
2. Mandatory registration on the NGO Darpan Portal
3. Minimum 3 years of continuous operation

1. At least 10 full-time staff members
2. Functional office infrastructure
3. Defined governance and decision-making structure
4. Publicly accessible documentation (website, reports, etc.)

1. Operations across multiple districts or urban clusters
2. Minimum outreach of 5,000 beneficiaries in the last 3 years

1. Demonstrated experience in women-related issues
2. Submission of past project reports and impact documentation

1. Relevance to NCW’s mandate
2. Institutional credibility and governance
3. Scale of operations and impact
4. Compliance with legal and regulatory requirements
5. Past experience in similar projects
6. Declaration of non-blacklisting

1. Applications must be submitted online through the official NCW website
2. All required documents must be uploaded in the prescribed format
3. Incomplete or non-compliant applications will be rejected
4. Submission implies unconditional acceptance of all EOI terms
5. Shortlisted applicants may be invited for presentations before the selection committee

2. Registration certificate and legal documents

4. PAN and statutory compliance documents
5. Audited financial statements for the last 3 years
6. Organizational structure and staff details
7. Details of geographical presence and outreach
8. List of major activities undertaken in the last 3 years
9. Past project reports and impact assessments
10. Beneficiary data (last 3 years)
11. Declaration of non-blacklisting
12. Details of ongoing litigation (if any)
13. Conflict of interest declaration
14. Proposed areas of collaboration with NCW

1. This empanelment is strictly non-financial, with no funding or reimbursement from NCW
2. Empanelment validity: 2 years (subject to review)
3. NCW reserves the right to accept or reject any application without assigning reasons
4. Submission of false or misleading information may lead to rejection or blacklisting.
