Odisha Coal and Power Limited (OCPL), a Government of Odisha company, has issued a Request for Proposal (RFP) for the selection of an agency to implement a Skill Development & Livelihood Generation Program for Women in Apparel and Tailoring at the RR Colony of OCPL in Sundargarh district, Odisha.

Scope of Work
The selected agency will implement a comprehensive skill development and livelihood generation program for women in the apparel and tailoring sector. Key responsibilities include:
  1. Establishment of training center and identification of beneficiaries.
  2. Delivery of tailoring and apparel skill development training programs.
  3. Capacity building and livelihood training for women participants.
  4. Product development and innovation in garment production.
  5. Facilitating market linkages and sales channels for produced goods.
  6. Formation and strengthening of producer groups.
  7. Monitoring, reporting, and documentation of program activities.
  8. Development of sustainability and exit strategy for long-term livelihood support.
The project will be implemented over a period of 12 months.
Eligibility Criteria
Agencies interested in participating must meet the following requirements:
Organizational Eligibility
  1. Registered organization such as NGO, Society, or Company.
  2. Must possess valid GST Registration and PAN.
  3. Must submit legal registration documents (MoA/AoA or relevant certificates).
Experience Requirement
  1. Minimum 7 years of experience in consultancy or development projects.
  2. Must have completed at least two similar projects in the last 7 years related to:
    1. Persons with Disabilities programs
    2. Child health or maternal health programs
    3. Government or CSR development initiatives
Financial Eligibility
  1. Minimum average annual turnover of ₹9.88 lakh in the last three financial years:
    1. FY 2022-23
    2. FY 2023-24
    3. FY 2024-25
Audited financial statements or CA-certified turnover certificate must be submitted.
Bid Security (EMD)
  1. EMD Amount: ₹40,000
  2. Acceptable forms:

MSME bidders may be exempted from EMD submission, subject to submission of the required declaration and valid MSME certificate.
Tender Submission Guidelines
Bidders must submit their proposals through the Odisha e-Tender Portal. The bid must include:

  2. Price Bid
  3. Supporting documents and declarations
  4. Digitally signed documents using a valid Class-III Digital Signature Certificate (DSC)
No physical submission of bids will be accepted except where original EMD documents are required.
The contract will be awarded to the lowest evaluated bidder (L1) based on the Least Cost Selection (LCS) method.
