The Directorate of Samagra Shiksha Jammu & Kashmir under the Government of Jammu & Kashmir has released a Request for Proposal (RFP) for the implementation of Rani Laxmibai Atma Raksha Prashikshan – Self Defence Training Programme for girl students studying in government schools.
The program aims to equip girl students from Classes 6 to 12 with practical self-defense skills, awareness of safety, and confidence through structured martial arts training sessions delivered across government schools in the Union Territory.
Private martial arts training institutions, training companies, NGOs, and organizations with relevant experience in student training programs are invited to submit proposals through the Government e‑Marketplace (GeM).
Scope of Work
The selected agency will be responsible for implementing the Self-Defense Training Program across government schools in Jammu & Kashmir.
Key Responsibilities
  1. Conduct 100 hours of self-defense training per school over 90 days
  2. Deliver training in 9,756 government schools
  3. Deploy qualified martial arts trainers across districts
  4. Teach techniques including:
    1. Taekwondo
    2. Karate
    3. Judo
    4. Wushu
    5. Boxing
    6. Kickboxing
    7. Krav Maga
    8. MMA and other martial arts
  5. Provide training equipment and instructional materials
  6. Develop informative booklet on child rights and self-defense
  7. Provide online MIS tool/app for monitoring and reporting
  8. Conduct evaluation and certification of students
  9. Submit project reports and documentation
  10. Produce testimonials, newsletters, and training impact videos
  11. Identify top students for advanced training opportunities
Training sessions will include:
  1. Physical conditioning
  2. Self-defense techniques
  3. Awareness and prevention training
  4. Martial arts basics
  5. Emergency escape strategies
Eligibility Criteria
Interested bidders must meet the following requirements:

  1. Registered entity under:
    1. Companies Act 1956/2013
    2. LLP Act 2008
    3. Society or Trust registration
  2. Minimum 3 years operational existence as of 31 March 2025
  3. Consortium or joint venture not allowed
  4. All directors/partners must be Indian residents
Mandatory Registrations
  1. GST Registration
  2. PAN Card
Financial Eligibility
  1. Minimum Average Annual Turnover: ₹5 Crore
  2. Positive net worth for FY 2022-23, 2023-24, 2024-25
  3. Profit-making entity in last three financial years
  4. Bank solvency certificate of 30% of estimated bid value
Experience Criteria
The bidder must have:
  1. Experience conducting training programs for students under government projects
  2. Training experience covering:
    1. Minimum 50,000 students
  3. Experience implementing programs across:
    1. 5,000 schools/centers/locations
  4. Minimum 1,000 certified martial arts trainers
Additional Requirements
  1. Valid ISO 9001 certification
  2. Not blacklisted by any government department
  3. Power of Attorney/Board Resolution for authorized signatory
  4. Manufacturer Authorization Form (MAF) for MIS software provider

The selection will follow the Quality and Cost Based Selection (QCBS) method.
Weightage
  1. Technical Score: 70%
  2. Financial Score: 30%
Minimum 60 marks in technical evaluation are required to qualify for financial bid opening.
The bidder with the highest combined score will be awarded the contract.
Work Distribution
The authority may split the project among multiple bidders:
  1. L1 bidder: 60% of work
  2. L2 bidder(s): remaining 40% (if they match L1 price)
If L2 declines, the work may be fully awarded to L1.
Project Duration
  1. Total duration: 90 days
  2. Training duration per school: 100 hours
Penalty:
  1. 0.5% per week delay
  2. Maximum penalty 5% of contract value
