Scope of Work
The selected contractor will provide trained coordinators to assist the HSE department in managing contractor safety training sessions at BPCL Kochi Refinery.
Key responsibilities include:
  1. Coordinating contractor HSE training programs conducted by BPCL.
  2. Preparing trainee lists from the refinery’s IIMS system.
  3. Verifying candidate identity and managing training entry procedures.
  4. Maintaining attendance records for training sessions.
  5. Initiating and monitoring video-based safety training sessions.
  6. Supervising training halls and maintaining discipline.
  7. Conducting evaluation tests and assessing answer sheets.
  8. Updating qualified candidate records in the IIMS system.
  9. Managing training hall closure and equipment shutdown after sessions.
The coordinator’s role is essential for maintaining compliance with refinery safety standards and contractor onboarding procedures.
Eligibility Criteria
Technical Qualification
The bidder must have prior experience in providing coordinator-type service assistance.
Eligible bidders must meet at least one of the following experience criteria within the last seven years:
  1. One completed order worth ₹2,03,278, OR
  2. Two orders worth ₹1,27,049 each, OR
  3. Three orders worth ₹1,01,639 each
The services must have been executed for:
  1. Central Government organizations
  2. State Government departments
  3. Public Sector Undertakings (PSUs)
  4. Public listed companies
Supporting documents such as work orders and completion certificates must be submitted.
Personnel Qualification Requirements
The manpower deployed as Training Coordinator must meet the following conditions:
  1. Minimum education: Plus Two / VHSE or equivalent
  2. Valid computer proficiency certificate
  3. Knowledge of MS Word and MS Excel
  4. Minimum one year of relevant experience
  5. Language proficiency in Malayalam, Hindi, and English
  6. Ability to manage contractor groups during training sessions
Preference may be given to ex-apprentices of BPCL Kochi Refinery.
Financial Eligibility Criteria
Bidders must meet the following financial requirements:
Average Annual Turnover
  1. Minimum ₹76,229 average annual turnover during the last three financial years.
Net Worth
  1. The bidder must have positive net worth based on the latest audited financial statements.
Supporting documents such as audited balance sheets or CA certificates must be submitted.
Contract Duration
  1. The rate contract will remain valid for 36 months (3 years) from the date of award.
  2. Deployment of personnel will be based on BPCL’s training schedule and operational requirements.
Payment Terms
Payments will be processed based on actual work performed.
Key payment conditions:
  1. 75% payment of the certified bill released within 15 days
  2. Remaining 25% payment released within 30 days after detailed scrutiny
  3. Final bill settlement within 60 days after completion
Performance Security Deposit
  1. Successful bidders must provide 5% of the contract value as Performance Security.
  2. Security may be submitted as:
    1. Bank Guarantee
    2. Insurance Surety Bond
If the contract value is below ₹10 lakh, performance security may not be required.
Submission Guidelines
Bidders must submit their bids through the GeM Portal using a two-bid system:
  1. Unpriced Techno-Commercial Bid
  2. Priced Financial Bid
Key instructions:
  1. All required documents must be digitally signed and uploaded online.
  2. Bidders must quote for all line items, otherwise the bid may be rejected.
  3. The bid validity period is 180 days from bid opening date.
