The Staff Selection Commission (SSC) has released a Request for Proposal (RFP) for the Selection of a Service Provider (SP) as Technology & Operations Partner to support its digital ecosystem and examination operations across India.
The selected partner will be responsible for upgrading and managing SSC’s digital platforms, including the candidate portal, mobile application, examination workflow systems, analytics platforms, and helpline services.
SSC conducts multiple large-scale national recruitment examinations every year for Group ‘B’ and Group ‘C’ posts in various ministries and departments of the Government of India, serving millions of candidates nationwide. The proposed project aims to strengthen transparency, efficiency, and digital service delivery across the entire examination lifecycle.

Objective of the Project
SSC intends to modernize and strengthen its digital examination ecosystem by onboarding a qualified technology partner responsible for:
  1. Upgrading SSC web and mobile platforms
  2. Developing new modules and digital services
  3. Managing examination lifecycle operations
  4. Providing analytics and AI-based candidate support
  5. Maintaining IT infrastructure and helpline services
The initiative will improve candidate experience, operational efficiency, and transparency in recruitment examinations conducted across India.
Scope of Work
The selected Service Provider will deliver services across 15 major functional areas, including:
1. Technology Platform Upgrades
  1. Upgrade SSC web application architecture
  2. Upgrade the mySSC mobile application for Android and iOS
  3. Implement low-code platforms and improved security frameworks
2. New Digital Modules and Enhancements
Development and revamp of key examination modules such as:
  1. One-Time Registration (OTR)
  2. Online Application Forms
  3. Exam City & Shift Selection
  4. Admit Card Generation
  5. Answer Key Challenge System
  6. Score Normalization Engine
  7. Skill Test Evaluation
  8. Document Verification and Medical Examination Modules
  9. Candidate Communication and Notification Systems
3. Result ERP System
Design and deployment of a centralized result processing system with:
  1. Automated workflow management
  2. Merit list generation
  3. Audit trails and approval mechanisms
4. Telephony & Candidate Support Infrastructure
  1. Automatic dialer and IVR system
  2. Integration with SSC helpline services
5. AI-Based Chatbot
Deployment of a Generative AI bilingual chatbot to assist candidates through SSC web and mobile platforms.
6. Data Analytics Platform
Development of centralized dashboards and MIS reporting covering:
  1. Candidate statistics
  2. Examination progress tracking
  3. Result monitoring
  4. Grievance analytics
7. Examination Operations Management
Support for SSC examinations including:
  1. Application configuration
  2. Admit card management
  3. Result processing
  4. Answer-key challenges
  5. Post-examination processes
8. IT Operations & Maintenance
  1. Application maintenance
  2. Infrastructure monitoring
  3. Disaster recovery management
  4. Security and compliance
9. Helpline Operations
  1. Upgrade of SSC toll-free helpline infrastructure
  2. Deployment of trained helpline manpower for candidate queries.
Pre-Qualification Criteria
Interested bidders must meet the following conditions:
Legal Status
  1. Registered company under Companies Act / LLP / Society.
  2. Must have been operating in India for at least 5 years.
Technical Certifications
  1. CMMI-DEV Level 3 or higher certification.
Financial Eligibility
  1. Minimum annual turnover: ₹20 Crore from software development or services in each of the last three financial years.
Profitability
  1. Positive Profit Before Tax (PBT) in the last three financial years.
Workforce Capacity
  1. At least 100 software developers (BE/B.Tech/MCA) on payroll.
Project Experience
The bidder must have completed at least 3 similar web portal implementation projects with:
  1. Minimum project value: ₹2 Crore each
  2. End-to-end development including architecture, testing, and deployment
  3. Large user base (500+ internal users or 10 lakh+ public users)
Government / Enterprise Experience
Experience working with:
  1. Central or State Government
  2. PSUs or Autonomous Bodies
  3. Public listed private companies
Compliance
  1. Must not be blacklisted by any government authority.

Evaluation Process
The selection will follow a two-stage evaluation model:
  1. Technical Evaluation
    1. Verification of pre-qualification criteria
    2. Assessment of technical proposal
    3. Technical presentations and demonstrations
  2. Financial Evaluation
    1. Opening of commercial bids for technically qualified bidders.
The final selection will be based on a Quality and Cost Based Selection (QCBS) methodology.
