Indian Institute of Technology Tirupati (IIT Tirupati), an autonomous institute under the Ministry of Education, Government of India, invites online bids in a Two-Bid System (Technical & Financial) for the Supply, Installation, Testing, Commissioning, and Training of One (01) Liquid Nitrogen Plant.The procurement shall comply with the Public Procurement (Preference to Make in India) Order, 2017 (as amended).

1️⃣ Scope of Work

1. The selected bidder shall undertake:

A. Supply of Liquid Nitrogen Plant

1. Production capacity: 50–80 litres/day @ 1–1.5 bar
2. Integrated storage tank: Minimum 200 litres
3. PSA Nitrogen Generator with oil-free compressor
4. Liquefier (Gifford McMahon or Reverse Stirling cycle)
5. Purity: Minimum 99% (≤1% oxygen impurity)
6. Fully automated PLC-based system
7. CE-compliant system
8. Noise level below 80 dBA
9. Footprint: Max 1.8m × 0.9m × 2.0m
10. Power requirement: 220V/415V, 50Hz
11. Auto-restart after power failure
12. Remote monitoring provision (optional)

B. Associated Components & Accessories

1. Cryogenic Dewars (10L, 20L, 50L – 2 each)
2. 200L Storage Dewars (03 Nos.)
3. Oxygen depletion alarm system

2️⃣ Vendor Qualification Criteria

Technical Eligibility

1. Must have supplied similar LN2 systems in last 10 financial years (2015–16 to 2024–25).
2. Minimum 10 installations in India from same OEM.
3. Brand availability in India for minimum 10 years.
4. Factory-assembled & OEM approved equipment.
5. OEM or OEM-authorised dealer (valid authorization required).
6. At least 5 factory-trained engineers in India.

Experience Requirement

1. Supplies to Govt/PSU/CPSE/Educational R&D Institutions.
2. Installation & performance certificates mandatory.

Service Setup

1. Service support in India (preferably near Tirupati).
2. Service response within 48–72 hours.

Make in India Compliance

1. Must qualify as Class-I or Class-II Local Supplier
2. Minimum 20% local content.
3. Self-declaration required (Annexure-VI).

3️⃣ Financial Criteria

1. Minimum Annual Turnover: ₹65 Lakhs
2. Must be profitable in each of last 3 financial years
   (2021–22 to 2023–24 OR 2022–23 to 2024–25)
3. Audited financial statements required (CA certified)

Note: No relaxation in turnover or experience criteria for MSEs or Startups.
