Tender Brief NSDC invites Expression of Interest (EOI) – Recognition of Prior Learning (RPL) Program
Tender Description The National Skill Development Corporation (NSDC) has invited Expressions of Interest (EOI) from eligible Training Partners for the implementation of a Recognition of Prior Learning (RPL) program for construction workers in Maharashtra.

Tender Overview
National Skill Development Corporation (NSDC) invites Expressions of Interest (EOI) from eligible Training Partners for the implementation of a Recognition of Prior Learning (RPL)–based skill training program for construction workers in the state of Maharashtra.
The initiative aims to assess, certify, and upskill experienced construction workers through approved Qualification Packs (QPs) under the Construction Sector.
cope of Work
Selected Training Partners will be responsible for end-to-end implementation of the RPL program, including:
  1. Mobilization and counseling of eligible construction workers
  2. Conduct of RPL-based training and assessment
  3. Deployment of qualified trainers and assessors
  4. Coordination with assessment agencies and certification bodies
  5. Program implementation across allocated districts in Maharashtra
District-wise targets and allocations will be communicated to shortlisted Training Partners after completion of the selection process.
Job Roles & Qualification Packs
The RPL program will cover the following job roles, each with a training duration of 120 hours:
  1. Brick Mason – CON/Q0113
  2. Mason Tiling – CON/Q0104
  3. Bar Bender and Steel Fixer – CON/Q0203
  4. Assistant Shuttering Carpenter – CON/Q0302
  5. Construction Painter & Decorator – CON/Q0503
  6. Assistant Scaffolder – CON/Q0314
  7. Construction Electrician – CON/Q0603
  8. Plumber General – CON/Q0104
Professional Qualification Criteria
Training Partners should demonstrate:
  1. Proven experience in skill development and/or RPL implementation
  2. Capability to deliver Construction Sector training programs
  3. Availability of qualified trainers and assessors
  4. Operational readiness to implement programs across Maharashtra
Eligibility Criteria
Applicants must:
  1. Be an NSDC-affiliated or otherwise eligible Training Partner
  2. Have prior experience in RPL or construction-related skill training
  3. Demonstrate operational presence or past performance in Maharashtra
  4. Be capable of meeting mobilization, training, and assessment requirements
Financial Criteria
  1. Tender Fee: Not Applicable
  2. Earnest Money Deposit (EMD): Not Applicable
(This EOI does not require any application fee or financial security deposit.)

  1. Confirmation of Interest, and
  2. A detailed PowerPoint Presentation, via email

  4. Training infrastructure, trainer availability, and readiness
  5. Mobilization strategy, counseling approach, and assessment support
  6. Implementation methodology
  7. Any additional relevant information
