Pre-Qualification Criteria Tender Overview The Indian Army, under the Ministry of Defence, has invited bids through the Government e-Marketplace (GeM) for providing short-duration online certification courses from globally reputed universities. The tender follows a Custom Bid for Services process and aims to enhance professional and leadership capabilities of personnel. Scope of Work The selected bidder shall provide online certification programs developed and delivered by elite global universities with QS World Ranking up to 100. The scope includes: Course Areas (3 Certifications): Global Supply Chain Management Leading Organizations for High Performance Persuasive Communication and Critical Thinking Key Service Requirements: Course delivery through a university-managed Learning Management System (LMS) Updated, industry-aligned curriculum Qualified faculty or industry experts as instructors Online assessments and digital certification issued by the university Basic learner support and progress reporting Contract Duration: 1 Year Professional Qualification Criteria Certification programs must be offered directly by universities ranked within QS Top-100. Resellers are not permitted. Non-university bidders must submit a declaration confirming proprietary university programs. Digital certificates must carry exclusive university credentials. Eligibility Criteria Minimum 7 years of experience in providing similar professional or vocational training services. Past experience must be with Central/State Government organizations or PSUs. MSE and Startup relaxations are not applicable for experience or turnover in this tender. Financial Criteria Estimated Bid Value: INR 2,50,000 Turnover Requirement: As defined in GeM eligibility filters (supporting documents mandatory). Evaluation will be conducted on a total value–wise basis. Tender Fee and EMD Tender / Bid Participation Fee: Not applicable (as per GeM norms). Earnest Money Deposit (EMD): Not required for this tender (estimated value below INR 5 lakh). Performance Security / e-PBG: Not applicable. Submission Guidelines Bids must be submitted online only through the GeM portal. This is a Single-Packet Bid (technical and financial details together). Documents uploaded by bidders will be visible to all participating bidders post-submission. Physical submission of documents is not mandatory at the bidding stage.
