Samagra Shiksha J&K Tender Summary – Self-Defense Training Program (2026)

The Directorate of Samagra Shiksha, School Education Department, Government of Jammu & Kashmir has released a tender on the Government e-Marketplace (GeM) for the implementation of Rani Laxmibai Atma Raksha Prashikshan Self-Defense Training Program.

The selected training partner will provide self-defense training for girl students from Class VI to XII across government schools in Jammu & Kashmir under the Samagra Shiksha initiative for the academic year 2025–26.

The project aims to empower girl students with practical self-defense skills, improve awareness about personal safety, and build confidence through structured martial arts training programs delivered within school campuses.

Scope of Work

  1. The selected agency will be responsible for implementing the self-defense training program across government schools in Jammu & Kashmir.

Key responsibilities include:

  1. Deliver self-defense training sessions for girl students of Class 6–12.
  2. Provide 100 hours of training per school over 90 days.
  3. Deploy qualified martial arts trainers at district level schools.
  4. Cover 9756 government schools across the state.

Training may include techniques from:

  1. Karate
  2. Taekwondo
  3. Judo
  4. Kickboxing
  5. MMA
  6. Krav Maga
  7. Indian martial arts
  8. Provide training kits, induction materials, stationery, and certificates to students.
  9. Develop and distribute self-defense awareness materials and booklets.
  10. Provide online MIS platform for project monitoring and reporting.
  11. Produce monthly newsletters, training videos, and testimonials.
  12. Identify top-performing students for advanced training and competitions.

Eligibility Criteria

  1. Interested bidders must meet the following requirements:

Legal Status

  1. Registered company under Companies Act 1956/2013, LLP, Trust, or Society.
  2. Minimum 3 years of operational existence.

Registration Requirements

  1. Valid GST Registration
  2. Valid PAN Card

Financial Eligibility

  1. Minimum average annual turnover of ₹5 Crore.
  2. Positive net worth for the last 3 financial years.
  3. Bank solvency certificate of minimum 30% of estimated tender value.

Experience Requirements

  1. Minimum 3 years of experience in similar training projects.
  2. Experience conducting self-defense or safety training programs for students.
  3. Experience covering:
    1. Minimum 50,000 students
    2. Minimum 5,000 schools/centers

Trainer Requirements

  1. Minimum 1000 martial arts trainers with valid certifications.

Other Requirements

  1. ISO 9001 certification
  2. Non-blacklisting declaration
  3. Manufacturer Authorization Form for MIS software tool.

Financial Details

  1. Estimated Tender Value: ₹16,00,00,000 (₹16 Crore approx.)
  2. Earnest Money Deposit (EMD): ₹38,00,000
  3. Performance Bank Guarantee: 3% of contract value
  4. Contract Duration: 3 Months (approx. 90 days)

Evaluation Method

  1. The tender will be evaluated using Quality and Cost Based Selection (QCBS).
  2. Evaluation weightage:

  4. Financial Score: 30%
  5. Minimum 60 marks in technical evaluation are required to qualify for financial bid opening.
