The Odisha School Education Programme Authority (OSEPA) has invited an Expression of Interest (EOI) for the selection of Vocational Training Partners (VTPs) to implement vocational education programmes in government secondary and higher secondary schools across Odisha.
The initiative is part of the Vocationalization of School Education (VSE) under the Samagra Shiksha / PM SHRI scheme, aligned with the National Skills Qualification Framework (NSQF).
Selected partners will support vocational training delivery, trainer deployment, industry exposure, and skill certification for students in 315 sector schools across Odisha.
Scope of Work
The selected Vocational Training Partners (VTPs) will be responsible for implementing vocational education programs in 315 government schools across Odisha. Key responsibilities include:
1. Deployment of Human Resources
  1. Recruit and deploy Vocational Trainers (VTs) and Vocational Coordinators (VCs).
  2. Ensure trainers meet qualification standards set by PSSCIVE / Ministry of Education.
  3. Deploy a State Head for project coordination.
2. Vocational Training Delivery
  1. Deliver theoretical and practical vocational education in approved sectors.
  2. Implement curriculum developed by PSSCIVE Bhopal aligned with SSC Qualification Packs.
3. Student Engagement & Exposure
  1. Organize:
    1. Industry visits
    2. Guest lectures
    3. Career counselling sessions
    4. Internship and On-the-Job Training (OJT)
4. Monitoring & Reporting
  1. Maintain student database and MIS.
  2. Submit monthly, quarterly, and annual progress reports.
  3. Support monitoring by OSEPA and district authorities.
5. Placement & Career Support
  1. Facilitate:
    1. Job fairs
    2. Placement drives
    3. Apprenticeships
    4. Entrepreneurial incubation support.
6. Programme Coverage
The program will cover sectors such as:
  1. Agriculture
  2. Apparel & Home Furnishing
  3. Food Processing
  4. Beauty & Wellness
  5. Tourism & Hospitality
  6. Retail
Across secondary and higher secondary schools in Odisha.
Pre-Qualification / Eligibility Criteria
Applicants must meet the following minimum requirements:
Legal Status
The applicant must be registered as:
  1. Company under Companies Act
  2. LLP
  3. Partnership firm
  4. Proprietorship firm
  5. Society or Trust
Tax Compliance
The organization must have:
  1. GST Registration
  2. PAN/TAN
  3. Income Tax returns for last 3 years.
Experience
  1. Minimum 5 years experience in skill development sector.
  2. Experience under programs such as:
    1. NSDC
    2. PMKVY
    3. DDU-GKY
    4. PMKK
    5. Other government skill programs.
Operational Presence
  1. Must have at least one office in Odisha.
Training Experience
  1. Minimum 1000 candidates trained in last 3 years under government skill programs.
Placement Track Record
  1. Minimum 500 candidates placed in last 3 years.
Training Infrastructure
  1. At least 1 operational training center owned in Odisha (not franchise).
Performance Rating
  1. NSDC performance rating B or above, OR
  2. Relevant government work orders / MoUs.
Financial Eligibility Criteria
Applicants must meet the following financial requirements:
  1. Minimum Average Annual Turnover: ₹4 Crore (last 3 financial years)
  2. Positive Net Worth: Required for technical evaluation scoring.
Payment Structure
The selected VTP will receive reimbursements under the scheme:
Trainer & Coordinator Honorarium
  1. Vocational Trainer: ₹20,000 per month (₹2,40,000 annually)
  2. Vocational Coordinator: ₹30,000 per month (₹3,60,000 annually)
Administrative Charges
  1. 15% of VT honorarium allocated for administrative expenses.
Payments will be reimbursed monthly by District authorities after verification of documents.
