Scope of Work
TCIL invites Expressions of Interest from eligible Indian entities to act as exclusive back-end partners for its proposed participation in the Government of Gujarat’s EOI for Upgradation of ITIs under the PM-SETU Scheme.
The scope broadly includes:
  1. Infrastructure upgradation of ITIs (civil, electrical, IT & allied works)
  2. Deployment of skilled manpower and certified workforce
  3. Compliance with MSDE skill norms, including RPL (Recognition of Prior Learning)
  4. Support across execution, operations, and maintenance as per client (GoG) requirements
  5. Back-to-back execution with TCIL aligned to client tender conditions
Final scope, timelines, SLAs, penalties, and deliverables shall strictly follow the Department of Employment & Training, Government of Gujarat EOI.
Pre-Qualification & Eligibility Criteria (Key Highlights)
Legal & Registration
  1. Indian registered entity: Company / Proprietorship / Partnership / Government Society
  2. Valid PAN and GST registration
  3. Proof of PF registration
  4. Not blacklisted or debarred by any Government authority
Make in India Compliance
  1. Only Class-I or Class-II local suppliers as per DPIIT norms are eligible
  2. Mandatory Make in India undertaking with local content declaration
Financial Criteria
  1. Average annual turnover (last 3 FYs ending 31 March 2025):
    1. ₹111.6 Cr (₹93 Cr for MSEs & Startups)
  2. Positive net worth as on 31 March 2025
  3. Profit Before Tax (PBT) in at least 2 out of last 3 financial years
Manpower Requirement
  1. Minimum 500 employees on payroll as on EOI due date
  2. Mandatory undertaking for deployment of certified skilled workforce / RPL compliance
Consortium
  1. Consortium allowed (maximum 3 members)
  2. Lead partner must have at least 25% of required turnover and meet net worth criteria
  3. Joint & several liability applicable

    3. Integrity Pact (mandatory)
    4. Authorization Letter / Board Resolution
  4. Selected bidders must sign an MoU with TCIL before TCIL submits its bid to the end client
