Pro Qualification Criteria

1. Legal Entity: The applicant must be a legal entity such as a private company, government organization, trust, society, NGO, etc..
2. Experience: The entity must have been incorporated for more than 3 years and have at least 3 years of experience in processing agarwood for wood and oil.
3. Financials: A minimum average annual turnover of ₹1.00 crore in the last three financial years (FY 2021-22, FY 2022-23, FY 2023-24) is required, along with a positive net worth.
4. Location: The bidder must have one registered/branch office located in Assam.
5. Blacklisting: The bidder must not be blacklisted, barred, or disqualified by any regulatory or government body. The bidder must not be under a declaration of ineligibility for corrupt or fraudulent practices.
6. Other Experience: The bidder should have experience in skill training on medicinal and aromatic plants/essential oil extraction under government departments.

1. 1st Installment: 30% upon starting a batch.
2. 2nd Installment: 30% upon completion of training and certification.
3. 3rd Installment: 40% outcome-based on placement.

1. Bid Processing Fee: A non-refundable fee of ₹1,200 is required, payable online.
2. EMD (Earnest Money Deposit): A mandatory online EMD of ₹1,17,560 is required.
3. Performance Security: A successful bidder must submit a Performance Security in the form of a Demand Draft for 10% of the total contract value within 14 days of receiving the Letter of Acceptance (LOA).

1. Mode of Submission: Bids must be submitted online only through the e-procurement portal, https://assamtenders.gov.in.
2. Required Documents: The Technical bid, along with responses to the pre-qualification criteria, eligibility criteria, tender document fees, and EMD, must be submitted online.
3. Hard Copy: No hard copies of the proposal are to be submitted.
4. Digital Signature: Bidders must log in to the e-procurement platform using Digital Certificates. All formats must be duly filled, signed, and submitted.

1. Tender Publishing Date: July 28, 2025, at 6:00 PM.
2. Pre-Bid Queries: Queries can be submitted via email to akkas.ali@govcontractor.in on or before August 3, 2025, up to 6:00 PM.
3. Closing Date (Last date of submission): August 19, 2025, up to 6:00 PM.
4. Opening Date: The bids will be opened on August 20, 2025, at 1:00 PM.
5. Pre-Bid Query Reply Date: The response to pre-bid queries will be uploaded on the official website by August 7, 2025.
