Scope of Work
The selected coaching institute will be responsible for providing coaching services to eligible OBC and Minority students across the specified divisional headquarters of Madhya Pradesh.
The RFP covers SSC, IBPS and ESB examinations, with a prescribed coaching duration of 4 months and a minimum of 400 hours, at 4 hours per day. The maximum coaching fee specified is ₹20,000 per student for the entire course.
The tender's scope includes, among other requirements:

Tender Fee
- ₹15,000
- Non-refundable
- Payable online through www.mptenders.gov.in
Earnest Money Deposit (EMD)
- ₹5,00,000
- Payable online through the MP e-Procurement Portal.
- A bid without compliant bid security may be treated as non-responsive.
- The EMD may be forfeited in specified circumstances, including withdrawal during bid validity, failure to execute the contract after selection, failure to furnish performance security, or false documentation.
EMD Exemption
The reviewed RFP does not specify an EMD exemption category. Accordingly, bidders should not assume exemption eligibility unless an applicable corrigendum or official clarification provides otherwise.
Estimated Cost / Budget
The RFP does not state a single estimated tender cost or estimated contract value.
However, the bidding instructions mention the following expected budget allocation for FY 2026-27:
- Backward Class: ₹15 crore
- Minority Class: ₹2.25 crore
- Combined scheme allocation: ₹17.25 crore
This should be described as the expected scheme budget allocation, rather than the estimated cost of this particular procurement.
The tender separately specifies the maximum coaching fee of ₹20,000 per student for the four-month course.
Tender Submission Guidelines
Bidders must register on the MP e-Procurement Portal, mptenders.gov.in, and obtain the required Digital Certificate for electronically signing the financial proposal.
Key submission requirements
- Submit the proposal through mptenders.gov.in.
- Technical and financial proposals must be kept separate.
- Financial/pricing information must not be included in the Technical Proposal.
- The financial bid is to be uploaded online in the prescribed BOQ/financial format.
- Required supporting documents/self-declarations must also be submitted in hard copy as prescribed.
- Documents must be properly signed and sealed by the authorized signatory.
- Conditional bids may be rejected.
- Incomplete bids or bids without required supporting documents may be treated as non-responsive.
- The bidder must submit the required Power of Attorney and undertakings.
- The bid must remain valid for 180 days from the submission deadline.
The RFP specifically states that inclusion of financial information in the technical proposal can result in rejection.
Important Date Discrepancy
There is an internal date inconsistency in the RFP concerning hard-copy submission. The Bidding Data Sheet states the hard-copy submission period as 21 September 2026 to 16 October 2026, up to 6:00 PM, while another submission instruction refers to 31 August 2026, 6:00 PM.
For a public website, this should be clearly flagged rather than silently reconciled. Bidders should verify the latest corrigendum/clarification and the MP Tender Portal before submission.

Technical Qualification and Evaluation
The tender uses a QCBS methodology.
The technical proposal carries 70% weightage, while the financial proposal carries 30% weightage. The technical proposal has a base score of 90, and bidders must obtain at least 45 marks out of 90 to qualify for the presentation stage. The presentation carries up to 10 additional marks.
The technical evaluation considers factors including:
- Similar coaching-business turnover
- Number of coaching centres in India
- Years of coaching experience
- Number of students selected in SSC/IBPS/ESB and similar examinations
- Number of qualified faculty
- Coaching space and library infrastructure
- Availability of web portal/mobile application/live-streaming and online mock-test facilities
The RFP specifies that technical and financial scores are combined under the QCBS formula, with 70% technical and 30% financial weightage.
