Scope of Work
The selected agency will be responsible for implementing the Advanced Innovation and Startup Skills Training Program across Gujarat. The scope includes:
1. Supply and Installation of Advanced DIY Kits
The bidder must supply, deliver, install and demonstrate 112 Advanced DIY Kits, including 110 kits for selected Government/GIA/GVP colleges and 2 kits at KCG headquarters.

3. LMS and Digital Monitoring
The bidder must provide an LMS platform for student registration, pre-assessment, learning paths, TRL progression tracking, digital certificate generation, project monitoring, and real-time reporting. The LMS should support multiple user roles including students, trainers, coordinators and administrators.
4. Startup Development Support
The selected agency must provide startup-focused support including guidance on SSIP 2.0 funding, company registration, patent filing, district-level demo days, annual innovation summit and six-month post-program mentoring for the top 150–200 scalable prototypes.

Submission Guidelines
Bids must be submitted through the Government e-Marketplace (GeM) portal. The tender follows a two-packet bid system. Bidders must ensure that the technical bid and financial bid are submitted separately as per GeM instructions.
Key submission requirements include:
- The bidder must be registered on GeM before bid submission.
- Bids must be unconditional; conditional bids may be rejected.
- A No Deviation Certificate is mandatory.
- Price details must not be included in the technical bid.
- Financial bid must include the required price breakup.
- Physical demonstration of all 6 DIY kit samples is required at KCG office before financial bid opening.
- One bidder can submit only one bid.
- Canvassing or lobbying is prohibited.
- Incomplete, unsigned or misleading documents may lead to disqualification.
- EMD / exemption documents must be submitted as per bid conditions.
- Bidders must comply with GeM GTC, bid-specific ATC and applicable procurement rules.
