Scope of Work

The project scope includes the development of an integrated Maritime Training Ecosystem to modernize maritime education, assessment, certification and regulatory oversight in India. The selected service provider will act as the Single Master Integrator and will be responsible for the following:

  1. Design, development and integration of all components into a unified digital platform.
  2. Hosting and operation of the ecosystem on secure, scalable and compliant cloud infrastructure.
  3. End-to-end system availability, uptime, data integrity, cybersecurity and disaster recovery.
  4. Integration with DGS systems such as E-Exam, E-Samudra, MTI modules and other required platforms.
  5. Dashboards, analytics and reporting tools for real-time regulatory oversight.
  6. Training and capacity building for users.
  7. Post Go-Live operation and maintenance.
  8. Exit management and continuity support.
  9. Compliance with data security, privacy, MeitY, CISO and DPDP Act requirements.

Major Components of the Maritime Training Ecosystem

1. Learning Management System (LMS)

A centralized, regulator-controlled LMS for uniform maritime e-learning, blended learning, assessment, STCW-aligned content, DGS-approved modules, learner tracking and integration with attendance, assessment and certification workflows.

2. Faculty Development Programme (FDP)

A digital faculty development platform for continuous professional development, competency certification, performance governance, assessment and upskilling of maritime faculty across DGS-approved Maritime Training Institutes.

3. Digital Training and Assessment Record Book

The Digital TAR Book will replace manual training record processes with digital task tracking, officer sign-off, audit trails, onboard accessibility, offline functionality, real-time progress dashboards and integration with LMS, CAS, INDoS and certification workflows.

4. Centralized Attendance System 2.0

A nationwide, cloud-hosted facial biometric attendance system for candidates, faculty, instructors and principals across DGS-approved MTIs. It will support real-time attendance capture, fraud prevention, dashboards, alerts and regulatory inspections.

5. Web-Based Simulator

A secure, cloud-based simulation platform to support scenario-based maritime training and assessment. It will help assess decision-making, situational awareness, procedural understanding and competency development.

6. Online Maritime Certificate Validation

A digital platform for secure, real-time verification of maritime certificates using QR codes, digital stamping, APIs, digital signatures, audit logs and role-based access.

7. AR / VR / Mixed Reality Training

Immersive maritime training modules covering ship familiarization, machinery operations, emergency response, bridge resource management, confined spaces, equipment identification and safety drills.

Legal Status

Bidder must be a legally registered entity in India such as Private Limited Company, Limited Company or LLP. JV/Consortium members must also be legally registered.

GST and PAN

Bidder must have valid GSTIN and PAN. In case of JV/Consortium, all members must comply.

Minimum Operational Experience

Firm / parent firm must have at least 3 years of operational experience in similar work.

Blacklisting / Debarment

Bidder must not be blacklisted or debarred by any government department, PSU or multilateral agency.

Conflict of Interest

Bidder must not have any conflict of interest as defined in the RFP.

Bid Security Compliance

EMD or valid exemption documents with Bid Security Declaration must be submitted.

Minimum Average Annual Turnover

Minimum average annual turnover of Rs. 10 crore during the last 3 financial years ending 31 March 2025.

JV / Consortium Turnover Requirement

Lead member must meet at least 50% of turnover requirement; each other member must meet at least 25%; collectively JV/Consortium must meet 100%.

Net Worth Requirement

Positive net worth for the last 3 consecutive financial years: 2022-23, 2023-24 and 2024-25.

Similar Project Experience

Bidder / Lead Bidder must have created at least 500 3D animated videos of minimum 90 seconds during the last 3 years.

LMS System Integrator Experience

At least 3 LMS implementation projects completed or substantially completed, serving minimum 500 users through web/mobile app, with enterprise integration and standards compliance.

LMS Project Value Requirement

One LMS project of at least Rs. 4.5 crore OR two LMS projects of at least Rs. 2.8 crore each OR three LMS projects of at least Rs. 2.25 crore each.

SLA Experience

Previous experience or capability to provide 99.9% uptime under SLA-based agreements.

Attendance System Experience

Experience or proven capability for centralized attendance / biometric attendance systems.

Exam / Assessment Experience

Experience in evaluation or assessment of exams with more than 50,000 students in a year.

FDP Capability

Proven capability to host a Faculty Development Programme with at least 300 faculty members.

Web-Based Simulator

Experience or proven capability to host web-based simulator services.

Submission Guidelines

Bidders must submit both Technical and Financial Proposals online through the Central Public Procurement Portal. The proposal must be digitally signed by the authorised signatory and must include complete, legible scanned copies of original documents.

The Technical Proposal must not contain financial information. The Financial Proposal must be submitted only in the prescribed BOQ Excel format. Manual submission of proposals is not allowed. Bidders may resubmit proposals before the deadline, but the last submitted version will be considered by the system.

Joint Venture / Consortium participation is permitted. However, each bidder or JV member must submit only one proposal, either independently or as part of a consortium.

Evaluation Methodology

The tender will be evaluated through the QCBS method with 70% weightage for technical proposal and 30% weightage for financial proposal.

Technical evaluation will be based on eligibility, qualification, technical approach, methodology, work plan, transfer of knowledge, system integration experience and previous experience in relevant components.

Financial evaluation will consider:

  1. User fee structure affordability: 20 marks
  2. Revenue / profit sharing with the authority: 10 marks

The bidder achieving the highest combined QCBS score will be ranked H-1 and considered for award, subject to negotiation and compliance with RFP conditions.
