Scope of Work

The selected service provider/training institute will conduct a 2-day executive development training programme titled “Power Plant Familiarization, Power Market, Commercial, Costing & Regulatory Framework.”

The training will cover both technical and commercial aspects of the Indian power sector, including power plant operations, market structure, power trading, scheduling, tariff modelling, cost estimation, regulatory framework and emerging market instruments.

Day 1: Power Plant Overview, Power Markets & Regulatory Framework

The first day will focus on foundational and regulatory aspects of the electricity sector. Major topics include:

1. Pre-training assessment
2. Types of power plants: thermal, hydro, nuclear and renewable energy
3. Major systems and equipment overview
4. Generation process and performance parameters
5. All India generation capacity and market trends
6. Electricity Act, 2003 – key provisions
7. National Electricity Policy
8. Draft National Electricity Policy, 2026
9. Long-term, medium-term and short-term power markets
10. Bilateral trading, power exchange, power banking, direct trading and DSM
11. Power exchange products such as DAM, RTM, TAM and GDAM
12. Price discovery mechanism
13. Power Market Regulations, 2021
14. Licensing of traders
15. Indian Electricity Grid Code

Day 2: Tariffs, Power Markets, Costing & Financial Viability

The second day will focus on tariff modelling, cost estimation, procurement and financial viability. Major topics include:

3. Aggregate Revenue Requirement
4. Average cost of supply
5. Consumer category tariff design
6. Cross subsidy and tariff structure
7. REA study for power trade opportunities with DISCOMs

Pre-Qualification Criteria

The bid document identifies the required service category as Vocational Training Services – Offline, Buyer’s Location, On-the-job Training. The service provider should be registered on GeM and should be eligible to provide vocational training services under the relevant category.

The bid also indicates that the bidder/service provider must submit the required certificate as requested in the Additional Terms and Conditions. A No Deviation Certificate is specifically required.

Eligibility Criteria

Bidders should meet the following eligibility conditions:

1. The bidder must be a valid GeM-registered seller/service provider.
2. The bidder should be capable of delivering offline vocational training at the buyer’s location.
3. The bidder should be a training institute/service provider for the power-sector training category.
4. The bidder must submit the required certificate requested in the ATC.
5. The bidder must submit a No Deviation Certificate.
6. The bidder must comply with GeM General Terms and Conditions and service-specific SLA conditions.
7. The bidder must comply with applicable labour laws and statutory requirements.
8. If claiming purchase preference as an MSE, the bidder must have valid Udyam registration and must be validated through GeM/Udyam as applicable.

Financial Criteria

The bid does not specify a fixed minimum turnover, net worth requirement or minimum years of experience in the uploaded documents. However, the bid mentions that if any bidder seeks exemption from experience/turnover criteria, supporting documents must be uploaded for buyer evaluation.

Financial bids must include a price breakup, as the tender requires a financial document indicating price breakup. Payment will be processed within 30 days after issuance of the Service Delivery Acceptance Certificate and online submission of bills.

Tender Fee and EMD

No tender fee is specified in the uploaded bid document. EMD is not required for this bid. ePBG is also not required.

Submission Guidelines

The bid is to be submitted online through the GeM portal. It is a Single Packet Bid, and the evaluation will be done on a total value-wise basis. Bidders should upload all required documents, certificates, financial price breakup and compliance declarations as per the bid requirements.

Bidders should ensure that no price-related information is incorrectly submitted outside the financial section unless permitted under single packet bid requirements. All terms and conditions will be governed by the GeM contract, GeM GTC, bid conditions and service-specific SLA.
