Scope of Work

The selected bidder will provide ISO training services at V.O.C. Port, Tuticorin. The scope includes:

1. ISO Internal Auditor Training on IMS
   Training on QMS 9001:2015, EMS 14001:2015 and OHSMS 45001:2018 for 19 Port officials. The training will be conducted in-house at VOCPA for 2 days, and suitable certificates must be issued.
2. ISO Internal Auditor Refresher Training on IMS
   Refresher training on QMS 9001:2015, EMS 14001:2015 and OHSMS 45001:2018 for 16 existing certified auditors. The training will be conducted in-house at VOCPA for 1 day, and suitable certificates must be issued.

Pre-Qualification Criteria

Only bidders accredited by the National Accreditation Board for Certification Bodies (NABCB) are eligible to participate.

The bidder must submit valid documentary evidence of NABCB accreditation for:

1. QMS 9001:2015
2. EMS 14001:2015
3. OHSMS 45001:2018

Failure to submit valid NABCB accreditation documents may lead to rejection of the bid.

Eligibility Criteria

Eligible bidders should be competent training/certification bodies with valid NABCB accreditation. The bidder must be capable of delivering ISO Internal Auditor Training and Refresher Training at VOCPA, Tuticorin, and issuing suitable certificates to participants.

The tender does not mention any separate requirement for company age, prior work order value, minimum number of projects, manpower strength or specific experience period.

Financial Criteria

The tender document does not specify minimum turnover, net worth or profit criteria. However, the bidder must quote firm and final rates. GST must be quoted separately, and GST registration details must be provided.

Payment will be made 100% after completion of training and certification. The bidder must submit bills in triplicate along with the required receipt documents. Payments will be made through e-payment.

Income tax will be deducted as applicable, and PAN details must be provided.

Submission Guidelines

The tender must be submitted online only through the e-tendering portal: https://etenders.gov.in/eprocure/app

Bidders should carefully fill the BOQ/price schedule without modifying or replacing the BOQ template. The BOQ format indicates that bidders are allowed to enter bidder details and quoted values only. Any modification or replacement of the BOQ template may lead to rejection.

The bidder should quote GST separately and ensure that all required accreditation and statutory documents are uploaded with the online bid.

Training Venue and Logistics

The training will be conducted at the V.O.C Port Training Hall, VOCPA, Tuticorin, which will be provided free of cost by the authority.

The bidder will be responsible for:

Transportation to and from the training location

1. Accommodation
2. Logistics
3. Food, except working lunch during training
4. Local travel at Tuticorin
5. Laptop, training tools, instruments and other required materials

VOCPA will provide working lunch during the training period and a projector is available in the training hall.

Contract Conditions

The completion period is 45 days from the date of issue of work order. In case of delay, liquidated damages will apply at 0.5% of the contract value per week, subject to a maximum of 10% of the contract value, subject to force majeure conditions.

The Management Representative and Chief Medical Officer, VOCPA, reserves the right to accept or reject any tender in full or in part without assigning reasons. The authority will not be responsible for technical snag, network failure or power failure during online bidding.
