Scope of Work
The selected training provider / individual trainer will be responsible for conducting a structured 5-day advanced training programme for Indian Navy personnel. The training will focus on safety, human behaviour, incident analysis, and military-specific adaptation of analytical frameworks.
Training Curriculum
The scope includes the following phases:
Phase 1 – Foundations & Conceptual Understanding, Day 1
The trainer will cover the genesis, background and evolution of HFACS. The session should explain the need and relevance of HFACS in military operations, including safety, human error analysis and accident prevention. It will also identify key differences between military and civilian application contexts.
Phase 2 – Analytical Breakdown, Day 2
The training will include detailed HFACS Nano Code Analysis, mapping of Nano Codes across different military services such as Navy, Army and Air Force, and selected civilian sectors such as aviation, maritime and healthcare. The trainer will also introduce ACCIMAP deconstruction, covering government / policy, organisation, supervisory and operational levels.
Phase 3 – Correlation & Evaluation, Day 3
The trainer will establish linkages between HFACS Nano Codes and ACCIMAP levels. A reference framework aligning both models will be developed, along with an evaluation methodology to assess incidents using both HFACS and ACCIMAP.
Phase 4 – Adaptation & Structured Revision, Day 4 and Day 5
The final phase will include customisation of HFACS Nano Codes for Indian Navy-specific operations and modification of the ACCIMAP structure for naval command, control and operational hierarchy.
Expected Deliverables
The selected bidder is expected to provide the following outputs:
- Concept note on HFACS relevance in military operations.
- Detailed Nano Code Mapping document.
- ACCIMAP breakdown and interpretation guide.
- Integrated HFACS and ACCIMAP reference matrix.
- Evaluation methodology framework.
- Final customised model for the Indian Navy.
- Structured revision handbook / SOP.
- Standardised analysis template.
- Guidelines for investigators and safety officers.
- Proposed integrated framework combining HFACS and ACCIMAP for naval use.
Pre-Qualification Criteria
Bidders must meet the eligibility and qualification requirements mentioned in the GeM bid document and uploaded ATC. The key pre-qualification conditions include:
- The bidder must have at least 2 years of past experience in same or similar services.
- Similar service experience is mandatory.
- The bidder must submit experience-related documents along with the bid.
- The bidder should not be under liquidation, court receivership, similar proceedings or bankruptcy. An undertaking must be uploaded with the bid.
- The bidder must accept the technical specifications and submit signed / stamped confirmation of compliance.
- The bidder must upload all certificates and documents requested in the bid document, ATC and corrigendum, if any.
Eligibility Criteria
The bidder must be registered and eligible to participate on the GeM portal. The tender is open to qualified service providers / individual trainers who can deliver advanced training at the buyer’s location.
For service bids, the bidder must be the service provider of the offered service. Traders or unrelated resellers are not eligible for MSE purchase preference in service-based bids.
MSE bidders may receive relaxation in experience and turnover criteria subject to submission and validation of required supporting documents. Startup relaxation for experience and turnover is not provided in this tender.
Financial Criteria
The bid document requires submission of bidder turnover documents. However, the uploaded bid does not clearly mention a specific minimum average annual turnover amount. Bidders should therefore upload valid turnover documents as required by GeM and the buyer.
The bidder must also upload an undertaking confirming that the organisation is not bankrupt, under liquidation, court receivership or similar proceedings.
Experience Criteria
The bidder must have 2 years of experience in providing same or similar services.
For past experience of similar services, the bidder must have successfully executed similar services over the current financial year and the last three financial years, meeting one of the following conditions:
- Three similar completed services costing not less than 40% of the estimated cost; or
- Two similar completed services costing not less than 50% of the estimated cost; or
- One similar completed service costing not less than 80% of the estimated cost.
Valid proof may include contract copies with invoices and self-certification, client execution certificate with contract value, or other supporting documents such as third-party inspection release notes.
Tender Fee and EMD
No tender fee is mentioned in the bid document. The GeM bid also states that EMD is not required.
Since EMD is not required, bidders do not need to submit EMD payment instruments. MSE relaxation is available for experience and turnover criteria, subject to submission of valid supporting documents, but EMD exemption is not separately relevant because the tender itself does not require EMD.
