Scope of Work

The scope of work covers manning and operation services for DG Set, CHS and heating appliances at Hunder, Sasoma, Khalsar and Siachen Base Camp area under GE 873 EWS. The contractor will be responsible for deploying qualified and experienced operational personnel for technical support and operation of the specified installations.

The services are required on all days, including Sundays, holidays and national holidays, as per instructions of the Engineer-in-Charge. Duties will be assigned through duty charts, and payment will be linked to duties actually performed and supported by log sheets. The contractor will be responsible for any damage or breakage caused due to negligence or wrong operation by deployed personnel.

The contractor must also ensure compliance with applicable electrical safety requirements and relevant Indian Electricity Rules, as amended from time to time.

Manpower Requirement

The GeM bid indicates manpower outsourcing for Skilled ITI Non-IT Technical personnel under the profile Ref Mech. The bid includes deployment of resources at Leh, with minimum daily wage shown as ₹781 excluding GST, along with ESI and Provident Fund components. The technical specification requires skilled manpower with ITI qualification and 3 to 7 years’ experience.

Deployment Conditions

The manpower may be deployed in high-altitude terrain within approximately 140 km radius of Partapur, at elevations ranging from 10,800 ft to 15,500 ft. The area may face extreme climatic conditions, including heavy snowfall and sub-zero temperatures down to around minus 30°C, especially during winter.

Due to operational and security considerations, exact deployment locations may not be disclosed in advance and may be shared only on a need-to-know basis. The bidder must provide physically and medically fit, suitably acclimatized personnel capable of working in such conditions.

Pre-Qualification Criteria

Bidders must meet the qualification requirements specified in the GeM bid and MES NIT documents. The main pre-qualification conditions include:

1. The bidder should have minimum average annual turnover of ₹12 lakh during the last three years.
2. The bidder must have 3 years of past experience in same or similar services.
3. The bidder must submit documentary proof of experience and turnover.
4. MES-enlisted contractors should be enlisted in Class ‘D’ and above, category d(v), subject to satisfactory performance remarks in WLR or any other competent authority report.
5. Contractors not enlisted with MES must meet the enlistment criteria for Class ‘D’ and category d(v), including requirements related to completed works, annual turnover, bank solvency, working capital and other conditions as per MES Manual of Contracts 2020.
6. The bidder should not be suspended, debarred or blacklisted by any Central/State Government department, PSU, autonomous body or local body as on the bid submission end date.
7. The bidder should not be under liquidation, court receivership, bankruptcy or similar proceedings.

Eligibility Criteria

Eligible bidders may include service providers capable of supplying skilled technical manpower for operation and manning of DG sets, CHS and heating appliances in defence/restricted/high-altitude locations.

For MES-enlisted contractors, valid MES enlistment/renewal documentation is required. For unenlisted contractors, the firm must satisfy the equivalent MES class/category criteria and submit details of completed and ongoing works.

The contractor will also be responsible for verifying antecedents and loyalty of personnel and for arranging security passes after award of contract. Since the work is in a restricted defence area, identity cards, passes and security clearance procedures will apply as per station/defence authority requirements.

Financial Criteria

The bidder must have minimum average annual turnover of ₹12 lakh for the last three financial years. Documentary evidence may include audited balance sheets or a certificate from a Chartered Accountant/Cost Accountant indicating turnover details.

Similar service experience must also be supported by contract copies, work orders, execution certificates, invoices or other acceptable proof of contract execution.

The bid also provides for MSE purchase preference, but MSE relaxation for turnover and experience is marked as No. Startup relaxation for turnover and experience is also marked as No.

Tender Fee, EMD and Performance Security

The tender document fee is Nil / Not Applicable. The GeM bid states that EMD is not required. Therefore, EMD amount and EMD mode are not applicable for this bid.

However, the successful bidder must furnish performance security/ePBG of 5%. The ePBG duration is 14 months, and the advisory bank is State Bank of India. The NIT also states that performance security is to be submitted after receipt of the Letter of Acceptance, and work order will be issued only after submission of adequate performance security.

Submission Guidelines

The bid must be submitted online through the GeM portal. The NIT clearly states that no tender/bid will be accepted in physical form, and any bid submitted by email, fax, hand delivery, post or any other offline method will not be treated as a valid bid.

Bidders should upload the required documents on GeM well before the closing date to avoid issues related to system failure, internet problems or communication delays. Any bid proposing alteration to tender conditions, specifications or new conditions may be rejected.

Bidders should ensure that all documents sought in the bid document, ATC and any corrigendum are uploaded. The financial bid may not be opened if mandatory documents are missing.

13. Dedicated/toll-free service support number details.
14. EPF registration / Provident Fund Code documentation, if required during technical evaluation.
15. Udyam certificate, if claiming MSE purchase preference.
16. Any certificate requested under ATC or corrigendum.
17. GST, PF, ESIC and wage payment documents during contract execution/payment stage.
18. List of proposed employees for security pass processing after award of contract.
19. Signed and stamped tender documents, wherever required.
20. Any additional document required on GeM before final submission.
